1. INTRODUCTION
The Tecumseh Downtown Development Authority (DDA) is requesting proposals from qualified artists
or artist teams to design and install a public mural near the Market on Evans property located at 213 N.
Evans St., Tecumseh, Michigan.
The mural will commemorate the 10-year anniversary of the Market on Evans, celebrate the community
members and partners who helped establish and sustain the market, and honor the public gathering
space it has become for residents and visitors.
The DDA seeks a creative and durable mural that enhances the public space and reflects the community
spirit of Tecumseh.
2.PROJECT BACKGROUND
The mural will replace an existing mural titled “Alive,” which was originally painted on the building
more than ten years ago.
Due to recent building improvements, including roof replacement, exterior repainting, and other
maintenance work, the property owners will be repainting the wall surface as part of the building
restoration process. As a result, the existing mural will be painted over.
This project provides an opportunity to install a new mural that reflects the evolution of the Market on
Evans and the continued growth of this public gathering space in downtown Tecumseh.
The new mural will celebrate the 10-year anniversary of the Market on Evans, recognize the community
members and partners who helped make the market possible, and contribute to the visual character of
the surrounding public space.

4. PROJECT LOCATION
The mural will be installed near the Market on Evans, located at:
213 N. Evans St.
Tecumseh, Michigan 49286
The site is located within Tecumseh’s downtown district and serves as a community gathering space for
seasonal markets, events, and public activities.

5. PROJECT PURPOSE AND GOALS
The purpose of this project is to install a public mural that:
• Celebrates the 10-year anniversary of the Market on Evans
• Recognizes community members, volunteers, and partners who contributed to the creation and
success of the market
• Highlights the importance of the market as a community gathering place
• Enhances the visual character of downtown Tecumseh
• Provides a lasting public art feature that is welcoming and accessible to residents and visitors
6. SCOPE OF WORK
The selected artist or artist team will be responsible for the following:
• Developing a final mural design based on the approved concept
• Coordinating with the Tecumseh DDA regarding design review and approval
• Preparing the mural surface as required
• Providing all materials, equipment, and labor necessary to complete the project
• Installing the mural at the designated location
• Applying protective coatings or sealants appropriate for outdoor durability
• Ensuring all work is completed in a professional and safe manner
The selected artist must comply with applicable City regulations and safety requirements.
7. DESIGN CONSIDERATIONS AND COMMUNITY ENGAGEMENT
The proposed mural should reflect the spirit and purpose of the Market on Evans and its role within the
community.
Artists are encouraged to incorporate themes that celebrate:
• Local farmers, food vendors, and market activity
• Fresh produce, flowers, and agricultural heritage
• Community gathering, connection, and shared public space
• The volunteers, organizers, and community partners who helped establish the market
• The vibrancy and identity of downtown Tecumseh
Artists may also consider incorporating elements that reflect:
• Vendor stalls or market scenes
• Local agricultural imagery
• Community members interacting within the market environment
• The welcoming and inclusive atmosphere of the Market on Evans
Community-focused concepts that highlight collaboration, local pride, and the history of the market are
strongly encouraged.
The DDA reserves the right to request modifications to the selected design prior to final approval.

8. BUDGET AND COST PROPOSAL
Proposals must include a detailed cost estimate for the entire project.
The cost proposal should include, but is not limited to:
• Artist design fee
• Materials
• Surface preparation
• Equipment or lift rental (if required)
• Labor and installation
• Protective coatings or sealants
• Travel or incidental expenses (if applicable)
The DDA reserves the right to negotiate final costs and project scope with the selected artist.
9. PROPOSAL SUBMISSION REQUIREMENTS
Artists or artist teams must submit the following:
Artist Qualifications
• Name, address, phone number, and email
• Resume, curriculum vitae, or artist biography
• Portfolio or website link (if available)
Design Proposal
• Concept sketch or digital rendering of the proposed mural
• Written description explaining the design concept and how it reflects the project goals
Project Budget
• Itemized cost estimate
Relevant Experience
• Examples of previous mural or public art projects (3–5 images preferred)
Project Timeline
• Estimated schedule for design finalization and project completion

10. EVALUATION AND SELECTION CRITERIA
Sealed proposals will be evaluated based on the following criteria:
• Artistic merit and creativity
• Relevance to project goals and themes
• Demonstrated experience with mural or public art projects
• Feasibility of design and installation approach
• Cost effectiveness and completeness of the proposal
The Tecumseh DDA reserves the right to request interviews or additional information from selected
applicants.
11. TENTATIVE PROJECT SCHEDULE
RFP Release Date: Monday, April 6, 2026
Proposal Submission Deadline: Monday, May 4 by 6 PM
Artist Selection: Thursday, May 14, 2026 during DDA Board Meeting
Design Approval: Thursdy, June 11, 2026 diromg DDA Board Meeting
Mural Installation: Fall 2026 (September/October)
The DDA reserves the right to modify this schedule as necessary.

13. OPENING OF PROPOSALS
Proposals will be opened publicly at 3 PM on Tuesday, May 5, 2026, in the City Hall Council Chambers,
309 E Chicago Boulevard, Tecumseh, MI 49286.
14. RESERVATION OF RIGHTS
The Tecumseh Downtown Development Authority reserves the right to:
• Reject any or all proposals
• Request modifications to proposals
• Negotiate with selected applicants
• Cancel or modify the project if necessary
• Submission of a proposal indicates acceptance of the terms outlined in this Request for Proposals.
