NOTICE IS HEREBY GIVEN that sealed proposals or bids for the Library Kitchen and Bathroom Upgrades, City Project No. C2418  shall be publicly opened, examined and announced on Tuesday, April 14, 2026 at 10:30 a.m. at the San Carlos City Clerk’s Office at City Hall – 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before the bid opening date and time. A non-mandatory pre-bid job walk for this project has been scheduled for March 31, 2026, at 11:30 a.m. in front of the San Carlos Library – 610 Elm Street, San Carlos.

A Class B, General Building Contractor License, is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications.

This scope of work generally includes remodeling the four first floor bathrooms, two second floor bathrooms, and staff kitchen at the Library as specified in the project plans and specifications. Work includes replacement of plumbing fixtures in existing locations, removal and replacement of tile (wall and floor), pantry flooring, pantry cabinets and appliances in their existing; repair and replacement of lighting fixtures and affected ceilings as specified in the project plans and specifications. The Engineer’s Estimate is $650,000 to $675,000.

Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the Contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.

The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety (90) calendar days after the date set for opening of proposals.

As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
