SEALED BIDS for the furnishing of the necessary materials, equipment, and construction of the
PCI WWTP SLUDGE DISPOSAL
OTTAWA COUNTY, OHIO
will be received by Ottawa County, Ohio at the office of the Board of Commissioners, 315 Madison
Street, Port Clinton, Ohio 43452 until
10:00 a.m. (Local Time)
December 11, 2025
and at that time and place will be publicly opened and read aloud.
The scope of work consists of providing the Removal and disposal of wastewater treatment residuals
from the PCI Wastewater Treatment Plant contained in the sludge basins.
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Documents may also be
obtained by Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303.
Prospective Bidders must register with the designated website as a plan holder, even if Bidding
Documents are obtained from a plan room or source other than the designated website in either
electronic or paper format. The designated website will be updated periodically with addenda, lists of
registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All
official notifications, addenda, and other Bidding Documents will be offered only through the
designated website.
Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any,
obtained from sources other than the designated website. Failure to submit a complete set of
documents could result in a bid that is determined to be nonresponsive and rejected by the Owner.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday during regular business hours. Partial sets of Bidding Documents will not be available
from the Issuing Office. The cost of printing is to be paid to the printing company at the time the
drawings are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly
to Becker Impressions.
All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state
the unit prices in the blanks provided and be enclosed in a sealed envelope marked as appropriate for
the Contract(s) being included in the bid --- PCI WWTP SLUDGE DISPOSAL --- and be addressed to
the Board of Commissioners, Ottawa County, 315 Madison Street, Port Clinton, Ohio 43452.
The bid guaranty may be of two forms:
1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The
amount of the bid does NOT have to appear on this form.)
2. A certified check, cashier's check or letter of credit in favor of Ottawa County, Ohio in the
amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required,
which is a 100% payment and performance bond.
After the award of the contract let by competitive bid and prior to the time the contract is entered into,
bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the
bidder was not charged with any delinquent personal property taxes in Ottawa County, Ohio.
Ottawa County reserves the right pursuant to ORC.9.312 to reject any and all bids and to waive any
non-material irregularity in determining the lowest responsive and responsible bidder. Bidders with
Unresolved Findings for Recovery on the State Auditor’s web site will be disqualified.
Each bidder shall complete a "Non-Collusion" Affidavit and include it with his proposal. Bids received
after the scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or
check, will neither be read or considered.
In accordance with the Ohio Revised Code Section 307.87 this shall serve as notification that this
notice is available on Ottawa County’s internet web site on the world wide web by logging onto
www.co.ottawa.oh.us and going to the legal notices/bids link - click on main page and you will be able
to view the notice in PDF format.
Instructions to Bidders
The Engineer for the Project is Kleinfelder, Inc., 5201 Levis Commons Boulevard, Suite 5201,
Perrysburg, Ohio 43551.
No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt
of bids.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
The Engineer’s opinion of probable cost for this project is $510,000.00.
