2026 Renovations Projects - Foodservice and HVAC

Elk River, Minnesota 55330

Terra Construction (Construction Manager) acting on behalf of Independent School District #728 will receive multiple

prime sealed bids for 2026 Renovations Projects - Foodservice and HVAC until 2:00 P.M. local time on February 24,

2026 at the Independent School District #728 - District Service Center, 19072 Triangle Road Northwest, Elk River,

Minnesota55330, at which time and place all bids will be publicly opened and read aloud. Please note that this is NOT

the District Office. Contractors are to deliver sealed bids at the main entrance. No bidders are permitted to remain in the

building during the bid opening which will be available via live video conference meeting at:

This project includes: Foodservice and HVAC renovations to Lincoln Elementary School, Elk River High School, and

Salk Middle School. Bidders in each Bid Category will be awarded a contract for all three schools and must have

workforce to complete the projects concurrently. The Project Manual is inclusive of all three schools, but each school

may not have work in all bid categories.

This project will be managed by a Construction Manager - Agent (CMa) delivery method. Terra Construction is the

Construction Manager. The scope of work will be bid and awarded by separate, District Bid Categories outlined in

Specification Section 01 12 02. Bidders shall review all Categories to determine which category they will provide a bid

for. Bids for each Bid Category must include the cost of all three schools as applicable.

See section 01 12 02 for a list of bid categories and bid category descriptions. Refer to the Drawings and specification

sections. Refer to 01 12 16 for specific work sequencing and milestone schedules.

Bidders may obtain drawings and specifications for the project from Franz Reprographics (Phone: 763-503-3401) at the

following location: http://www.franzrepro.com. Follow link to ‘Franz Plan Room’ for ability to download, order and

view plans and specifications. This link will also provide locations of Builders Exchanges holding plans for contractors

to access.

Bid documents are also available at www.QuestCDN.com. Bidders may download digital plan documents for fee by

inputting QuestCDN Project No. 10055019 on the website's Projects Search Page.

Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or

modifications will be considered. Submit with each bid, a certified check or acceptable bidder's bond payable to

Independent School District #728 in an amount equal to five percent (5%) of the total bid. The successful bidder will be

required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond.

Bids may not be withdrawn within sixty (60) days after the scheduled time of opening bids, without the consent of the

Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive

informalities or irregularities in bidding.

The Owner requires Substantial Completion of the project on or before August 14, 2026.
