The 409th Contracting Support Brigade intends to issue a solicitation for Electrical Power Operation and Maintenance (O&M) services at Camp Bondsteel, Kosovo. This requirement supports the continuous, safe, and reliable operation of the installation’s high‑voltage (HV) and medium‑voltage (MV) electrical distribution network.
Camp Bondsteel relies on a complex electrical grid that includes transformers, switchgear, substations, underground and overhead cabling, utility poles, SCADA‑connected systems, protective devices, control systems, inverters, manholes, busbars, and associated monitoring and safety infrastructure. The contractor will be responsible for providing all personnel, equipment, tools, materials, supervision, vehicles, and transportation necessary to operate, maintain, inspect, repair, and sustain this system.
The forthcoming solicitation will require the contractor to perform:
Full O&M of HV/MV systems Operation of all electrical distribution assets in accordance with OEM instructions and recognized industry standards.
Preventative Maintenance (PPM) Scheduled inspections, thermal imaging, electrical testing, cleaning, lubrication, and OEM‑recommended component replacements to reduce failures and increase system reliability.
Corrective Maintenance (CM) Troubleshooting, fault isolation, repairs, and restoration of service following outages or equipment failures.
Minor New Work Small‑scale construction, modifications, and additions to the electrical distribution network, including cable replacements, pole work, switchgear upgrades, and infrastructure improvements.
Emergency Response 24/7 rapid response capability to address electrical failures, outages, and urgent repairs to maintain uninterrupted power delivery.
Calibration and Sustainment of Control, Monitoring, and Protective Systems Maintenance and calibration of SCADA systems, protective relays, sensors, alarms, frequency converters, meters, and all electronically controlled systems.
All work must comply with OEM instructions, NFPA standards, Unified Facilities Criteria (UFC), Technical Manuals (TM), and internationally recognized electrical safety and maintenance standards. When OEM guidance is unavailable, the contractor shall develop and implement approved standard operating procedures.
This requirement ensures continuous, safe, and reliable power delivery across Camp Bondsteel and supports all mission‑critical operations.
