PROJECT NARRATIVE, INFORMATION AND BACKGROUND
Snohomish Conservation District is a political subdivision of the state government with no regulatory authority.
We have been working with farmers, city residents, rural and suburban landowners on a voluntary basis since
1941. We operate with a diverse staff ranging from engineers, resource planners, community conservation staff,
restoration specialists, two field crews, outreach specialists and administrative staff. SCD's Habitat Restoration
and Floodplains Department implements habitat restoration projects in Snohomish County and Camano Island in
several Watershed Resource Inventory Areas (WRIAs) including WRIAs 5, 6, 7, and 8. Snohomish Conservation
District's mission is to work cooperatively with others to promote and encourage conservation and responsible
use of natural resources.
Snohomish Conservation District (SCD) requests qualifications for engineering services to develop fish passage
barrier removal along Anderson Creek in the Snohomish Watershed in Snohomish County, WA. SCD is partnering
with Tulalip Tri project goals are to improve stream processes and fish passage for salmonids and other aquatic
organisms at three stream crossing locations that are partial barriers to fish passage. Funding sources include, but
are not limited to, state and federal grant agreements awarded to Snohomish CD through Tulalip Tribes and
National Oceanic and Atmospheric Administration (NOAA).
SCD will select one engineering consulting entity to assist with project development, planning, design, permitting,
and implementation, including developing construction-ready plans and bid documents, obtaining required
permits, and providing services during construction i.e. removal and replacement of three fish passage barriers.
Activities may include structural or geotechnical engineering elements (design of concrete structures, bridges,
culverts, and foundations for these structures); wetland delineation and project area surveys.
Funding amounts and sources vary by specific projects and will be from various state and federal grant
agreements awarded to SCD. Reporting and invoicing requirements may vary based on funding sources and will
be specified in the project contract. Costs for solicitation response and contract negotiation will not be
reimbursed.
Please submit qualifications for the project opportunity described below.
2026 Fish Passage Project Design and Permitting Support Page 3 of 15
SCOPE OF SERVICES
The fish passage barrier removal project is funded through state and federal grant agreements with SCD and has
specific deliverables, milestones, and timeline.
Anderson Creek Fish Passage (see Appendix A)
Site Locations: 47.84299, -122.083162; 47.840554949, -122.076984333; 47.83306, -122.06662; 47.84217, -
122.08162; 47.835999999, -122.07039
Crossing IDs: 994446, 994445, 994442, 994454, and 994444
SCD estimates that funding through preliminary design is secured pending engineer cost estimates; additional
funding may be needed for final design, permitting, and construction. SCD execute a contract for preliminary
design, to amend the contract scope and budget to include final design, permitting support, and construction
inspection.
Anderson Creek is an F type stream and tributary to the Snohomish River in WRIA 7. The project includes design
and correction of partial fish passage barriers identified by SCD and Tulalip Tribes on privately owned agricultural
land in unincorporated Snohomish County, WA. SCD has initially identified a deliverable to design the removal or
correction of three barriers that impede coho and steelhead access to approximately 1.45 miles of fish habitat.
However, there are five known stream crossings within the project reach (crossing IDs listed above), all of which
will be evaluated as part of this project. The five crossings are owned by two landowners (Core Four LLC and
Suncrest Acres LLC), although at least two of the crossings are used by additional commercial agricultural
producers to access farm fields (either by legal easement or verbal agreements).
The most recent crossing assessments indicate that Crossing IDs 994454 and 994444 are passable and are not
currently identified as fish passage barriers. Accordingly, SCD does not anticipate requiring preliminary
replacement or modification design for these two crossings. The engineering firm shall nevertheless re-evaluate
both crossings using the applicable WDFW fish passage barrier assessment protocol and confirm their current
passage status based on field conditions. The evaluation shall include the crossings themselves, stream channel,
and conditions upstream and downstream.
The engineering firm will collect topographic and other data necessary for preliminary design of three crossings
and site characterization of all five crossings. This work will include assessing hydraulic conveyance and existing
conditions at, above, and below all five crossings, as well as evaluating the stream channel and surrounding
conditions.
All five crossings will be evaluated for fish passage using the applicable WDFW fish passage barrier assessment
protocol. Based on the current information, at least three sites- Site ID 994446, 994445, and 994442- are
expected to be selected for preliminary design to remove or correct the barrier. The final number and locations of
crossings selected for preliminary design will be determined in coordination with SCD and the project landowners
after completion of the site characterization and fish passage evaluation.
The project reach is primarily used for agriculture and experiences substantial annual inundation. There is virtually
no riparian buffer, and vegetation is dominated by reed canarygrass. Agricultural fields are accessed by public
roads; however, temporary construction access will be needed to maintain farm access at two sites: Core Four LLC
(Site ID 994446) and Sunlight Farms (Site ID 994445), which farms in nearby agricultural fields.
Although SCD intends to have the consultant evaluate all five known crossings, we do not anticipate that all five
crossings will require design for replacement or modification. Evaluation of the full reach will provide a
2026 Fish Passage Project Design and Permitting Support Page 4 of 15
comprehensive understanding of fish passage, hydraulic conveyance, stream conditions, and agricultural
infrastructure and will help identify which crossings warrant corrective action.
As part of this evaluation, the SCD will lead communication with landowners who shall also determine whether
any existing culvert or crossing infrastructure at these sites is unused, unnecessary for agricultural access, or
otherwise providing limited functional benefit. Where appropriate, the engineer shall provide a recommendation
regarding whether such infrastructure should remain in place, be removed, or be addressed through a future
project. Any recommendation to remove an unused culvert should consider fish passage, hydraulic conditions,
stream function, agricultural access, site stability, and potential effects on upstream and downstream conditions.
The preliminary design effort is expected to focus on three of the five crossings. Based on the results of the field
assessment and coordination with SCD and project landowners, the final number and locations of crossings
selected for preliminary design will be determined in coordination with SCD following completion of the site
characterization and fish passage evaluation. If the evaluation identifies a need for corrective action at more than
three locations, SCD may authorize additional design work through a subsequent contract amendment, subject to
available funding.
These projects are located near Lake Beecher and are associated with a large floodplain restoration project
(Thomas' Eddy Restoration Project) downstream, and the Elliot Road fish barrier removal project upstream, both
being conducted by Snohomish County. Those projects included comprehensive hydraulic modeling, stream
assessment, and flood risk analysis for downstream and upstream sections of Anderson Creek and provide
valuable context for current conditions. These are available upon request, to ensure that the design of this project
will align, where appropriate, with prior modeling methods, stream reach assumptions, and design frameworks
used to promote consistency and efficiency across the Anderson Creek restoration projects area.
This project will consist of engineering design (no prior design work has been completed), permitting support
(support with pre-permit submission regulatory consultations, assistance with preparation of permit applications),
preparation of public works bid documents, and services during construction to replace an existing barrier culvert
with a fish passable structure. Funding for the project is coming from federal and state agencies, including from
NOAA Fisheries; NOAA Fisheries will lead the archaeological and cultural resources reviews and will provide
federal permitting support including lead jurisdiction for the Endangered Species Act/Essential Fish Habitat
consultation process. The permits that will be required to correct this barrier include these federal, state, and
local permits*:
Federal: NOAA Fisheries will lead the archaeological and cultural resources consultation and will
provide federal permitting support including lead jurisdiction for the Endangered Species
Act/Essential Fish Habitat consultation process. Section 106 NHPA Cultural Resources
Consultation, Endangered Species Act and Essential Fish Habitat consultation, NEPA, Nationwide
Permit (ACOE) and/or Dredge/Fill Section 10/404. NOAA will provide permitting support as a
funding agency; the project is expected to qualify for federal streamlining for these consultations
and permits under the PROJECTS programmatic. NOAA grant manager will provide technical
assistance to support SCD and the engineering firm with federal permit applications,
consultations, and streamlining pathways.
State: Hydraulic Project Approval Fish Habitat Enhancement Project (FHEP HPA).
Local: this project is expected to be exempt from most local permits through habitat
recovery/habitat restoration streamlining (FHEP); however, this project site is located within a
Special Flood Hazard Area (Zone AE) and a Snohomish County Flood Hazard review, including a
zero rise analysis, is expected to be required.
