Notice is hereby given that sealed Bids will be received for Laminate Plank Flooring for the
Voters Registration Building and the Ridgeland Magistrate Building project for Jasper
County, South Carolina, (the “County”) until Thursday, April 23, 2026, at 2:30 p.m. at which
time all Bids received will be publicly opened and read aloud in the Jasper County Council
Chamber.
To be deemed “received,” the Bid may be submitted electronically through the County’s
vendor registration webpage to ensure that it remains sealed until the scheduled Bid reading
date and time. A link to the County’s vendor registration webpage may be found under Bids &
Solicitations on the County’s website at www.jaspercountysc.gov/services/bids-and-
solicitations/.
The Bid may also be submitted via mail or hand delivered in a sealed envelope to the address
below with “FLOORING VR & MAGISTRATE IVTB #2026-15” written on the outside of
the envelope. It must be received no later than 2:30 p.m. on Thursday, April 23, 2026.
Bidders choosing to submit a hard copy should submit an original and two copies. Any Bid
submitted or delivered after the above time will NOT be accepted under any circumstances.
Jasper County is not responsible for late submissions caused by delays in mail delivery or a
delay in any other method of delivery.

DESCRIPTION OF WORK
Voters Registration Building
Remove the carpet and replace it with Happy Feet International Mustang Luxury Vinyl
Plank or equivalent flooring in the staff offices and public areas of the Voters Registration
Building located at 1506 Grays Hwy E., Ridgeland, SC 29936.
• Remove and dispose of approximately 1530 square feet of carpeting. (Bidder
is responsible for determining the actual square footage.)
• Install approximately 1530 square feet of Waterproof Laminate Wood Plank
Flooring with a minimum thickness of 14mm.
• Beige color wood looking, with associated quarter round, reducers, moldings,
transitions, and underlayment installed per manufacturer’s specifications.
(Final flooring color must be agreed to by the County before ordering
materials)
• Price to include moving of furniture.
• Work schedule must be approved by the County, so construction does not
disrupt the statutory duties of the Voters Registration office.
Ridgeland Magistrate Building
Remove the carpet and replace it with Happy Feet International Mustang Luxury Vinyl
Plank or equivalent in the court room at the Ridgeland Magistrate Building located at 967
W. Adams Street, Ridgeland, SC 29936.
• Remove and dispose of approximately 470 square feet of carpeting. (Bidder is
responsible for determining the actual square footage.)
• Install approximately 470 square feet of Waterproof Laminate Wood Plank
Flooring with a minimum thickness of 14mm.
• Beige color wood looking, with associated quarter round, reducers, moldings,
transitions, and underlayment installed per manufacturer’s specifications.
Work to include steps and judge’s dais (Final flooring color must be agreed to
by the County before ordering materials)
• Price to include moving of furniture.
• Work schedule must be approved by the County, so construction does not
disrupt the statutory duties of the Magistrate’s office.
Bidders are responsible for verifying all dimensions.
All Bids should include any job-related permits, fees, licenses, and applicable state (6%) and
local (3%) sales taxes.

QUESTIONS
Any questions regarding this Bid must be submitted in writing via email to
oroberts@jaspercountysc.gov or through the vendor registration portal located on Jasper
County’s Bids and Solicitations webpage, https://www.jaspercountysc.gov/services/bids-and-
solicitations/ NO LATER than Monday, April 13, 2026, by 12:00 pm.
All submitted questions will be addressed and posted on Jasper County’s Bids and Solicitations
webpage and the BidNet Direct vendor registration portal by Wednesday, April 15, 2026.
BID REQUIREMENTS
Bids should be typed on company letterhead or on a document which provides the Bidder’s
name, address, phone number, and other pertinent contact information including the bid number
“FLOORING VR & MAGISTRATE IVTB #2026-15”.
The Bid shall include the following line items:

The intent is not to split the Bid. The Total cost will be used to evaluate the Bids.
The successful Bidder shall be required to furnish the County with an Internal Revenue
Service W-9, a certificate of insurance showing evidence of liability and workers
compensation coverage in the amounts listed below, and any applicable licenses.
Each Bidder must be qualified under the provisions of the most current State of South
Carolina Contractor’s Licensing Law Code. Bids will not be considered unless the Bidder is
legally qualified under the provisions of the South Carolina Contractor’s Licensing Law. By
submitting a Bid, the Bidder is certifying that it has independently determined that its
licensure is adequate to authorize it to submit the Bid.

INSURANCE REQUIREMENTS
The successful Bidder shall be required to provide proof of insurance in the following amounts.
a. Workers' Compensation - The vendor shall provide coverage for its employees with
statutory workers' compensation limits, and no less than $1,000,000.00 for Employers'
Liability. Said coverage shall include a waiver of subrogation in favor of the OWNER and
its agents, employees and officials.
b. Commercial General Liability - The vendor shall provide coverage for all
operations including, but not limited to, Contractual, Products and Completed
Operations, and Personal Injury. The limits shall be no less than $1,000,000.00, per
occurrence, with a $2,000,000.00 aggregate.
c. Business Automobile Liability - The vendor shall provide coverage for all owned,
non-owned and hired vehicles with limits of not less than $1,000,000.00, per occurrence,
Combined Single Limits (CSL) or its equivalent.
All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening.
Jasper County (Owner) reserves the right to reject any or all Bids, including without limitation
the right to reject any or all non-conforming, non-responsive, unbalanced, or conditional Bids.
Owner also reserves the right to waive all informalities not involving price, time or changes in
the work and to negotiate contract terms with the successful Bidder.
