NOTICE INVITING SEALED PROPOSALS

NOTICE IS HEREBY GIVEN that sealed proposals or bids for the 2025 Annual Sidewalk Replacement Project, No. C9465 shall be publicly opened, examined and announced on Tuesday, September 2, 2025, at 10:00 a.m. at the San Carlos City Clerk’s Office at City Hall - 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before that bid opening date and time. No Pre-Bid meeting has been scheduled for this project.

A Class A or C-8, Contractor’s License is required for this work. Work will be done and payments will be made in accordance with provisions described in the specifications.

The scope of work generally includes the following but is not limited to, furnishing all labor, materials, equipment, and services necessary or required to perform and construct, complete in place and in satisfactory condition, remove and replace sidewalk, remove and replace driveway, root pruning, curb & gutter and all related items as shown on the specifications and specified herein and as directed by Project Manager in the field. Removal and replacement of concrete sidewalk, driveways, curb and gutter shall be in accordance with Appendix A.

Bids are required for the entire work described herein in accordance with the instructions to bidders.  The term of the contract shall be for one year or until the contract budget is exhausted whichever comes first from the award date.

Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to him/her (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.

The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding.  No bidder may withdraw his/her proposal for a period of ninety (90) calendar days after the date set for opening of proposals.

As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
