PUBLIC NOTICE OF SOLE-SOURCE PROCUREMENT
Notice is hereby given that the City of Albany intends to enter into a sole-source contract in
accordance with OAR 137-047-0275 with Peregrine Technologies, Inc. for an integrated
operational data analytics platform for the Albany Fire Department. The platform will
integrate data from several other department-utilized software such as CentralSquare
CAD, ESO, and UKG Telestaff to support operational analysis, resource deployment
modeling, and real-time decision support through a one-year pilot program, with the option
to extend up to 5 years. The estimated contract amount is $50,000 per year.
The City conducted market research, including reviews of commercially available data
analytics platforms, vendor information, product capabilities, and system integration
functionality. The research identified products offering predictive modeling and data
analysis; however, the City did not identify another available product that provides the
complete combination of needed services, including automated integration with the
Department's existing CentralSquare CAD, ESO, and UKG Telestaff systems; AI-assisted
analytics; data deduplication; and automated identification of relationships across
systems. Based on this research, Peregrine was the only identified source that met the
Department's combined requirements for operational data integration, analytical
capabilities, security, interoperability, and support of the proposed pilot program.
The contract will support a one-year pilot to evaluate incident analytics, resource
deployment modeling, and real-time decision support. Peregrine provides the data
integration and analytical capabilities necessary for this pilot and supports the
Department's operational requirements. The platform also offers security and
interoperability features, including AWS GovCloud hosting, integration with existing single
sign-on and multifactor authentication systems, and an open architecture intended to
support City ownership of its data. City Information Technology staff have participated in
the review to assess compatibility with City data requirements.
Based on the market research and evaluation, the City has determined that Peregrine is
the only identified source that meets the Department's complete requirements for
compatibility with existing systems, integrated operational analytics, security,
interoperability, and the proposed pilot program. This determination is based on the
combination of required capabilities and does not constitute a finding that no other
vendors offer data analytics or predictive modeling products. The procurement supports
the findings described in ORS 279B.075(2)(a), regarding compatibility with existing goods;
ORS 279B.075(2)(c), regarding a pilot or experimental project; and ORS 279B.075(2)(d),
regarding goods or services available from only one source. The City considers this

procurement to represent the best value and to be in its best interest, subject to applicable
procurement requirements.
For these reasons, the procurement supports the conclusion, pursuant to ORS
279B.075(2)(d), that the goods and services are available from only one source. The
procurement represents the best value and is in the City's best interest.
The purpose of this notice is to provide information to the public and to invite interested

This notice is given in accordance with provisions of the Albany Municipal Code,
Section 2.66.140; Oregon Revised Statutes, 279B.075; and Oregon Administrative
Rules, 137-047-0275.
