Summary
Through this Request for Proposals, the District of Lake Country invites Proposals from organizations experienced in conducting feasibility studies and environmental impact studies related to infrastructure improvements on water-bodies in British Columbia, to complete ‘Phase 3’ of the District’s Beaver Lake Chain and Vernon Creek Water Management Plan. This ‘Phase 3’ of the Water Management Plan will see the Consultant develop a feasibility study on 3 preferred infrastructure solutions that were identified during a previously-completed Phase 2. The 3 preferred infrastructure solutions include a Groundwater Withdrawal, a Control Structure, and a Creek Partial By-Pass.
Key task and deliverables required of the successful Consultant to this RFP include:

Regulatory and Environmental Assessments, including an Environmental Impact Study.

Preliminary Design for the 3 preferred infrastructure solutions, including Class D Cost Estimates.

Support to the District’s engagement with key stakeholders.

A final Feasibility Report.
Maximum Budget: The District has a maximum budget of $200,000 (excluding GST) available for all Services sought through this RFP.
Timeline: The District shall execute a contract for the Services with the successful Consultant no later than January 6, 2025. All Preliminary Design Drawings, Class D Cost Estimates and a draft of the Environmental Impact Study, plus any necessary regulatory documentation to support the District’s grant application process, must be complete no later than August 1, 2025. All remaining deliverables of the Services must be completed December 31, 2025.
