SUMMARY:
Through this Request for Proposals (RFP), the Regional District of Central Okanagan invites submissions from organizations with demonstrated expertise in the design and delivery of Emergency Operations Centre (EOC) training and exercises in British Columbia. The successful Respondent will design, facilitate, and evaluate a series of exercises, including a minimum of three tabletop exercises and one full-day live exercise, to thoroughly test the operational readiness and effectiveness of the Regional EOC team in responding to emergency or disaster scenarios.

The exercises must align with the principles of the Incident Command System (ICS) and the British Columbia Emergency Management System (BCEMS) framework. The tabletop exercises will provide opportunities for staff cycling and targeted scenario engagement, while the live exercise will simulate a comprehensive, real-world operational environment to evaluate collective team performance and inter-agency coordination.
Timeline: The District anticipates executing a contract with the Consultant selected from this RFP by February 7th, 2025.   Final completion of all services and deliverables, including delivery of live training, must be complete no later than May 30th, 2025.

Maximum Budget: The District has a maximum budget of $56,000 plus GST available for all services to be delivered by the selected Consultant.
