Infrastructure Facility Improvement (LIFI) Grant
Dear Engineering Service Providers:
Attached is a copy of the Rio Grande City Public Library Request for Qualifications (“RFQ”) for
“Engineering Services for Broadband Infrastructure”. These services are being solicited to assist the
Rio Grande City Public Library in the project implementation of a contract of the grant funds awarded
from the 2026 Library Infrastructure Facility Improvement (LIFI) Grant Program funded by the Texas
State Library and Archives Commission (TSLAC). The Rio Grande City Public Library has allocated a
portion of the funds toward broadband infrastructure and facility access improvement needs. The
engineering services for those infrastructure projects will remain within this scope of this procurement.
The engineering service providers may submit proposals for any or all activities listed in the attached
Scope of Work. Multiple contracts may be awarded as a result of this solicitation. The Rio Grande City
Public Library will, in its sole discretion, determine the number of contracts awarded, and may decide
not to award any contracts.
The submission requirements for your proposal are included in the attached RFQ. Please submit the
statement of qualifications to:

The deadline for submission of qualification statements is Thursday, May 7, 2026 at 11:00 AM. Mark

on the outside of mailing envelope/package. It is the responsibility of the submitting entity to ensure
that the proposal is received in a timely manner.

The statement of qualifications received after the deadline will not be considered for award, regardless
of whether or not the delay was outside the control of the submitting provider. The City of Rio Grande
City reserves the right to negotiate with any and all service providers submitting timely proposals.

RFQ FOR PROFESSIONAL ENGINEERING SERVICES
The City of Rio Grande City is seeking to enter into an engineering contract with a state-registered
Engineering Firm to assist the Rio Grande City Public Library in the overall design of this project of the
proposed 2026 Library Infrastructure Facility Improvement (LIFI) Grant Program funded by the Texas
State Library and Archives Commission (TSLAC).
The following outlines the RFQ:
1. Scope of Work:
Engineering Services:
A sample detailed Scope of Work (“SOW”) if enclosed for the 2026 LIFI Grant Project for
engineering services is provided in this packet. The engineering contract will encompass all
application and project-related for Engineering services, including but not limited to the
following areas:
Broadband Infrastructure and Connectivity:
Replacement of outdated internet system with fiber-based connectivity capable of
symmetrical 100/100 Mbps up to 1 Gbps speeds. Approximately 1,776 feet of fiber will be
extended from existing facilities, to extend fiber with the installation costs including
equipment, and materials to deliver high-speed broadband directly to the library and other
city owned property.
Post Funding Services:
• Initial Engineering and Design Support
• Engineering and Final Design Support
• H&H Modeling Services
• Field Surveying Services
• Bid and Award Support
• Contract Management and Construction Oversight
• Specialized Services
Specify actual tasks to be performed under each of these categories in your response.
(Pre-funding services may not be eligible for grant reimbursement and are assumed to be paid
with local funds.)

2. Statement of Qualifications:
The City of Rio Grande City is seeking qualified to contract with an engineering/architectural/
surveying firm, registered to practice in the State of Texas.
Please provide the following as it relates to your qualifications:
• Public works construction including but not limited to mitigation projects
• Federally funded construction projects
• Projects located in this general region of the state
Transmittal letter including:
• Brief statement of the firm’s understanding of the scope of the work to be performed;
• Confirmation that the firm meets the appropriate state licensing requirements to practice as
an Architect/Engineer in Texas.
• Confirmation that the firm has not had a record of substandard work within the last five years.
• Confirmation that the firm has not engaged in any unethical practices within the last five
years.
• Provide a list of any administrative proceedings against you or your company by stating the
nature of the proceeding, the findings, copies of any relevant documents.
• Provide a list of any litigation you or your company has been involved in by stating the cause
number, the status of the case or the disposition, and copies of any relevant documents.
• Any other information that the firm feels appropriate to support their understanding.
3. Company Profile:
Experience and Qualifications:
Set forth your experience and qualifications as they relate to the proposed project in terms of
technical scope, tasks involved, deliverable products, and other elements of the work as they
relate to the evaluation criteria and all requirements of this RFQ, including the following:
• Experience with public works construction, including but not limited to mitigation projects;
• Experience with federally funded construction projects;
• A list of past local government clients, as well as resumes of all engineers/architects/
surveyors that will or may be assigned to this project if you receive the engineering/
architectural/surveying services contract award.
