The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing the ARSR-4 Data Extraction Assembly Modification Kits as described in the attached Statement of Work (SOW) and related addendums. Responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.

At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing ARSR-4 Data Extraction Assembly Modification Kits identified above and as outlined within the draft SOW.

The principle North American Industry Classification System (NAICS) code for this effort is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Small Business Size Standard of 1350. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.

*Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) “By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.”

2. Questions or comments regarding the draft Statement of Work.

All responses to this market survey must be received by 5:00pm CST, January 27, 2025. The FAA will only accept submissions; including attachments, electronically emailed to: scott.roberson@faa.gov
