Education Technology Joint Powers Authority (Ed Tech JPA) is seeking proposals to establish Master Agreements for electronic procurement software that can meet the current and future needs of Ed Tech JPA members in the most cost effective manner. Interested Vendors are encouraged to submit proposals consistent with the RFP documents and timeline below.

The Vendor Pre-Proposal Conference Calls will be a Question and Answer format. Responses to questions will be provided in the RFIs on the Ed Tech JPA website. Please contact edtechjpa@iusd.org to RSVP.

Questions (RFI’s) regarding this RFP must be submitted via email to edtechjpa@iusd.org , no later than 2:00 pm on Wednesday, July 1, 2026. Any RFI received after this timeframe will not be responded to.

1.1 Overview

The E d Tech JPA, a C alifornia Joint P owers A uthority (Ed Tech JPA), invites qualified,

e xperienced v endors (Vendors) to submit responsive proposals (Responses, P roposals, o r

P roposal F orms) in compliance w iththespecificationscontainedinthisRequestforProposals

(RFP). This R FP is for electronic p rocurement s oftware, a lthough a ncillary services may b e

included in the provision o f these items. Installation s ervices may be requested v ia this RFP.

S electionforaward(s),ifa ny,w illg ototheVendor(s)w hos ubmitResponsesthatE dTechJ PA

d etermines to be m ost a dvantageous toE dT echJPAandthee ntitiesitrepresents.Products

o ffered b y the V endor(s) s elected forthea wardofaM asterAgreementwillb eavailable

for p urchase by all C alifornia publica genciesandpublicagencieso utsideofC alifornia

w ho have verified that they are eligible to participate.

In a dditiontoreviewingp roposalsforEdTechJPA,theinitiatingagency,C lovisUnifiedS chool

D istrict, has a n eed for the product. T he initiating district w illreviewproposalstodeterminea

V endor b est suited to provide the product for its own n eeds and a nticipates entering into a

P urchase Agreement for the p roduct following e xecution o f the M aster A greement awarded

p ursuant to this RFP.

1 .2 Joint Powers Authorities

P ursuant to the California Joint E xercise of Powers A ct, a JPA m ay b e created in C alifornia

w hen two or m ore local government entities e nter into an a greement to exercise jointly a ny

p owercommontothecontractingparties.J PAsarefrequentlyusedtoa ggregatee xpertiseand

p urchasingp owerforprocurement,asinthecaseofinsuranceoru tilitiess ervices.JPAsc anb e

given a ny o f the p owers inherent in the p articipating members, a s s pecified in a jointpowers

agreement.

1.3 Ed Tech JPA

Ed Tech JPA is a J PA duly formed a nde xistingundertheCaliforniaJointExerciseo fPowers

Act.E dTechJ PAwasformedtoa ggregatep urchasingpowera nde xpertiseforp ublicagencies.

While E d T ech JPA’s focus is primarily California K -12 p ublic schools, our membership h as

growntoincludecollegesa ndgovernmenta genciesoutsideofC alifornia.T hisRFPisissuedon

behalfofEdTechJPA’sm embership.Alisto fcurrentE dT echJPAm embersisa vailableo nthe

1.4 Requested Services

Thissolicitationisintendedtoprovidea m echanismforE dTechJPAmembers(“Members”)to

procure new o r u pgraded s oftware a nd s ervices to s upport electronic procurement software.

Members s eek state-of-the-art electronic p rocurement software (hereinafter referred to as

“Product” o r “Solution”) to m eet the needs of varied facilities and programs, in a v ariety of

environments. Ed Tech J PA is s oliciting qualified service v endors, (hereinafter referred to a s

“Vendor”, “Contractor” o r “Provider”) for a variety o f s olutions to m eet its M embers’ n eeds.

Vendor s hall submit a p roposal for the p urchase, implementation and o ngoing services for

e lectronic procurement software.

1 .5 Eligible Entities and Participants

T hepricing,terms,a ndc onditionsofanya wardp ursuanttothisR FPw illb emadeavailableto

c urrentEdTechJPAmembersandtoother“EligibleE ntities”whoe lecttojointheE dT echJPA.

F or purposes of this RFP, Eligible E ntities are: (a) all C alifornia publicschooldistricts,county

o ffices of e ducation, and community college districts, a nd (b) any other p ublic a gency in the

U nited S tates whose p rocurement rules, whether internal rules o r rules e nacted p ursuant to

s tatute, allow them to purchase goods o r services through a procurementvehiclesuchasE d

T ech JPA.

For purposes o f this R FP, a “Participant” is an E ligible Entity w ho choosestopurchaseitems

throughthisRFP.EligibleE ntitiesm ustfirstb ecomeA ssociateMemberso ftheJPAbyentering

into an A ssociate Member A greement, a nd thereafter m ay e lect to become Participants o f a

Master A greement b y enteringintoa PurchaseA greementwitha v endor. FoundingMembers

of Ed Tech JPA may be a Participant without entering into an Associate Member Agreement.

Notwithstandingthep urchaseanticipatedbytheinitiatingdistricts tateda bove,ana wardissued

pursuanttothisR FPd oesn otrepresenta no bligationb yEdT echJPA,orbya nyEligibleEntity,

topurchaseitems. A lthougha MasterA greementa wardedu nderthisRFPd oesnotg uarantee

ap articularlevelo fs alesa sa resultofthatM asterA greement,E dTechJPA’smissiontom eet

theprocurementn eedso fourprogramParticipantsindicatesthata Vendorwhoiscommittedto

this program will achieve success in its sales efforts.

1.6 Master Agreement

Pursuant to P ublic Contracts C ode 2 0118.2 a nd G overnment C ode 6 500 a nd 6502, Ed T ech

JPA (on behalf of membership) is issuing thisR FPfortheP roduct.E dT echJPAw illevaluate

proposals a nd all v endors that meet m inimum criteria/score and agree to required terms will

enterintoaM asterA greementw ithEdTechJPA,settingforththeg eneraltermsforp urchaseo f

the Solution. A sample Master Agreement is attached in Appendix A.

After a M aster A greement h as been e stablished, theV endor’sproposedp roductands ervices

will be listed o n the E d T ech JPA website. E d Tech JPA will a lso include procurement

instructionsandc ontractd ocumentationo nitsw ebsite.Detailso fthep rocurementp rocessand

administrative fee p ayment w ill b e p rovided to Vendor finalists u pon award. All participating

Vendors must c omply w ith M embers’ n eeds a nd E d Tech JPA’s p rocesses to e nsure

compatibility with all legal and regulatory requirements.

E achP articipantisresponsibleforcompletingtheirownd ued iligenceregardingthesuitabilityof

V endor, including using price as a significant factor.
