The County of Mohave, on behalf of the Flood Control District , is inviting the submission of Statements of Qualification (“SOQ”) from firms or individuals qualified to offer professional Civil Engineering services for the design of a flood control basin in Fort Mohave, Arizona. All proposals are due before 2:00 pm on Thursday, May 21, 2026 .
The intent of this effort is to provide 100% design of a flood control basin. A 30% design will be submitted as part of the application to ASLD for the land purchase. The basin should be designed to either eliminate or reduce the downstream Special Flood Hazard Area, protecting approximately 40 structures from flooding, through the CLOMR/LOMR process.
The design is being funded through Flood Control District budgeted monies. The Flood Control District intends to apply for grant funding to construct the basin.
The Fort Mohave area experienced two significant thunderstorm events in 2025 that resulted in substantial flooding and localized damage. The first storm produced approximately 1.68 inches of rainfall within a 30-minute period, with totals reaching as much as 2.74 inches within 24 hours. This rainfall intensity exceeded the 100-year storm probability.
The proposed project site is located just north of the Sunrise Vistas subdivision in Fort Mohave, east of Vanderslice Road, within Township 19N, Range 21W, Section 18.
In response, the Mohave County Flood Control District intends to acquire approximately 20–25 acres of Parcel No. 221-36-006 from the Arizona State Land Department (ASLD) for the construction of a regional detention basin. As part of the ASLD land application process, a 30% design will be required to support the land request. In addition to preliminary engineering design, ASLD requires completion of supporting documentation associated with land acquisition, which will be incorporated into the scope of services under this RFQ.
