Description

Supply and installation of new water meters to all existing Water Utility customers. Water meters must be positive displacement type meters with horizontal installation conforming to AWWA standard C700. Water meters must be tested for accuracy at the time of install, and a certification for each meter is to be supplied to the Utility following install.

Each meter shall be supplied with an encoder type register conforming to AWWA C707. The registers and encoders shall be integrated with no external wires or antennas. Encoder registers shall be capable of being read with either a portable handheld unit or a drive-by unit via a radio frequency RF signal that shall allow automatic meter reading technology.

A minimum of four (4) new handheld units for the automatic readers are to be supplied (including all hardware, software and training required to operate the units for their intended purpose).

Integrate the automatic meter reading technology with the existing accounting and billing systems for the Town (TownSuite Financial Municipal Software and import file types are either .txt, cvs or .xls).

Control valves shall be installed as required at the meter locations to allow each individual meter to be isolated;

Coordinate stakeholder management including (but not limited to) these items:

Mail outs to Utility customers outlining the Project, benefits of metering and the process to book a meter installation;

Provide project details and updates suitable for the Town to share with customers via social media or other distribution methods;

Issue appointment reminders prior to meter installs to Utility customers;

Follow up mail outs to Utility customers that have not scheduled appointments by a yet to be determined cut off date.

The winning Proposal shall be responsible for scheduling appointments directly with Water Utility customers. Options will be available for customers to book through a web portal or via telephone.

The successful Proponent may also be required to provide additional services as may be agreed upon in writing by the successful Proponent and the Town in accordance with the Agreement.
