NOTICE TO BIDDERS REQUEST FOR PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Borough Administrator, for the Borough of Point Pleasant Beach, County of Ocean, State of New Jersey on September 23, 2026 at 10:00 a.m. prevailing time at Borough of Point Pleasant Beach, 416 New Jersey Avenue, Point Pleasant Beach, NJ 08742 at which time and place bids will be opened and read in public for:
PROFESSIONAL SERVICES
HISTORIC ARCHITECTURAL SURVEY, AND HISTORY ELEMENT TO MASTER PLAN
Specifications are as follows:
APPLICANTS MUST HAVE THE FOLLOWING:
• Be staffed by experienced and credentialed historic surveyors and licensed professional planners of the State of New Jersey.
• Knowledge and experience working with the NJ Historic Trust, and within PreservationNJ program parameters.
• Knowledge of and experience with coastal historic buildings and properties, and planning.
• Be able to work under pressure and meet short deadlines.
• Be able to start immediately.
PACKAGE TO INCLUDE:
• Brief resume of applicant, and staff to provide services.
• Brief narrative of abilities.
• Three (3) references.
• Statement as to whether the applicant, or any principals of the firm, or the firm itself, has been convicted of a crime within the last five years.
• Statement as to whether the applicant, or any principals of the firm, or the firm itself, has received a target letter from a grand jury.
• Certification as to the truth of the above two statements.
SALARY REQUIREMENTS:
• Cost per hour for the project and/or hourly rates.
• Itemized list of all other fees and charges.
TECHNICAL TERMS
• This bid is issued seeking a professional service that is exempt from competitive bidding under the Local Public Contracts Law, N.J.S.A. 40A:11-5. The Borough reserves the right to award to a firm based upon qualification and capabilities in its sole discretion.
• This proposal is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.
Proposers must submit in writing documentation in satisfaction of the above criteria in addition to a completed “Bid Document Checklist” and all documents required pursuant to same.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27-1 et seq.
