COUNTIES, NATIONS, PUEBLOS, AND TRIBES REPRESENTED WITHIN THE
BEHAVIORAL HEALTH REGION 5: Eddy, Chaves, and Lea Counties, collectively referred
to throughout this document as "Regions" or "Region 5"

I. INTRODUCTION
PURPOSE OF THIS REQUEST FOR PROPOSALS
Eddy County is hereby seeking formal, sealed proposals from qualified vendors to provide Early
Access Regional Planning Behavioral Health Reform & Investment Act (BHRIA) on behalf of
the Eddy County Community Services Department. Early Access funding enables regions to
immediately develop or expand services in one priority critical access shortage area, consistent
with Behavioral Health Reform and Investment Act (BHRIA) overarching goals of equity,
sustainability, and coordination. This SOW operationalizes that vision by focusing on rapid,
measurable service improvements to support disproportionately impacted populations, ensuring
that the benefits of reform reach communities without delay. This RFP will be awarded as a
Multi-Source Award, with the total amount awarded under this solicitation not to exceed
$2,000,000.00.
SCOPE OF WORK
This Scope of Work (SOW) establishes the framework for implementing Early Access Regional
Plans funded under the Behavioral Health Reform and Investment Act (BHRIA) - Senate Bill 3
(SB3), for Region 5. The intent is to expedite investment and delivery of critical behavioral
health services across New Mexico's 13 designated Behavioral Health Regions, addressing
urgent service gaps while regions complete full Sequential Intercept Mapping (SIM) and long-
term regional planning.
The Behavioral Health Region 5 Early Access Plan focuses on expanding and strengthening the
regional crisis continuum of care across Eddy, Chaves, and Lea Counties. The program aims to
ensure timely access to high quality behavioral health services, especially for individuals in
crisis, those transitioning from institutional settings, and those facing significant barriers such as
transportation challenges.
PROGRAM OBJECTIVES
1. Improve access to crisis behavioral health services through development and expansion
of mobile crisis response and crisis receiving/triage centers in all Region 5 Counties.

2. Build the behavioral health infrastructure necessary to support individuals transitioning
from crisis care, incarceration, hospitals, and residential treatment programs.
3. Address regional transportation gaps by expanding county-level transportation support
and creating a coordinated regional behavioral health transportation program.
DEMONSTRATED NEED
Behavioral Health Region 5 faces significant service gaps due to rapid population growth,
economic disparities, limited behavioral health infrastructure, and high rates of behavioral health
crises. Key issues to be addressed include:
* Consistently inadequate mobile crisis and crisis receiving services.
* Limited support for individuals transitioning from high-risk settings, including jails,
hospitals, and withdrawal management programs.
* Severe transportation barriers impacting access to crisis and ongoing treatment services.
These needs are documented across community assessments, local government feedback,
provider reports, and regional behavioral health data.
HOW THE PLAN MEETS THESE NEEDS
The plan prioritizes investment in current and emerging Certified Community Behavioral Health
Clinics (CCBHCs), which provide sustainable, high-quality, evidence-based services. Funding
will:
* Develop or expand mobile crisis teams and establish crisis receiving facilities in each
county.
* Support specialized behavioral health services such as ACT, PSR, IOP, CCSS, Peer
Support, and other transitional programs.
* Provide necessary workforce, equipment, and operational infrastructure.
* Expand transportation support within each county and develop a regional transportation
system to provide access between counties and from institutions to treatment.
* Ensure services follow state certification requirements, evidence-based practices, and
community-driven priorities.
MEASURING SUCCESS
Success will be measured through consistent six-month reporting of key indicators, including:
* Mobile crisis response times, referral sources, call volumes, and follow-up engagement.
* Utilization of crisis receiving centers and successful linkage to ongoing care.
* Engagement levels in transitional behavioral health services post-crisis or
post-institutional care.
* County-level and regional transportation ride volumes, individuals served, and
coordination effectiveness.
All providers will analyze trends and implement improvement actions based on data.

FUNDING AND SUSTAINABILITY
The project is funded at $2,000,000 through early access funding, with:
* $665,740.63 allocated to establish the regional transportation program.
* Remaining funds allocated evenly across the Eddy, Chaves, and Lea Counties, supporting
county-specific needs in crisis care and transitional services.
* Funding available through 6/30/2027, with flexibility for agencies to shift funds among
approved line items.
Activities funded align with core CCBHC services, ensuring sustainability through future
PPS reimbursement models.
* Awardees must submit quarterly reports and a final evaluation demonstrating progress
toward closing identified service gaps.
* No more than 15% of awarded funds may be used for administrative overhead,
evaluation, and performance tracking.
COUNTY-SPECIFIC PRIORITIES
* Eddy County: Increase mobile crisis staffing and coverage; expand ACT and PSR;
support transportation coordination; add vehicles for regional access.
* Chaves County: Establish crisis receiving/triage center; purchase vehicles; support
early-stage CCBHC development and staffing.
* Lea County: Build and launch mobile crisis team; purchase vehicles; support CCBHC
expansion aligned with January 2026 launch.
OVERALL IMPACT
This coordinated regional plan will significantly expand access to crisis care, improve behavioral
health outcomes, reduce justice system involvement, and strengthen the behavioral health
infrastructure across Region 5. It addresses urgent barriers, especially transportation, and ensures
a sustainable, high-quality continuum of care for individuals in crisis and those transitioning
from institutional settings.

BUDGET JUSTIFICATION
Budget

This will cover a regional transportation driver, 5 Lea county
mobile crisis responders, 1 Lea County Therapist, 1 Lea County
CPSW, 3 Eddy County mobile crisis responders, 1.5 Eddy
County ACT team staff, 1 Eddy County PSR staff, 1 Eddy
Personnel & County access coordinator, 3 Chaves County crisis receiving
Administrative staff, 1.5 Chaves County therapists, and 1 Chaves County
Costs $ 1,334,259.37 support staff, as well as administrative costs for all projects
Although no costs are reflected in this line, Lea County will
establish MCT and CCBHC services; Eddy County will
implement crisis receiving and PSR, while expanding ACT and
MCT; and Chaves County will use this funding to establish
Direct Services MCT, crisis receiving, and a partial CCBHC.
This will cover the training of the regional transport driver and
the purchase of 11 vehicles (2 regional and 3 in each county) as
well as equipment for those vehicles. It will also include the
equipment and furnishings for crisis receiving in Eddy and
Chaves County. This will include the operational costs of the
Transportation $665,740.63 regional vehicles including fuel, maintenance, and insurance.
Evaluation &
Performance Each agency will report outlined data every 6 months on
Tracking required metrics and summary action plans.

CRITICAL ACCESS SHORTAGES ADDRESSED
Each Early Access Regional Plan focuses on one or more of the following four critical access
shortage areas:
Residential Treatment Continuum of Care

Crisis Continuum of Care

Medication-Assisted Treatment (MAT) for Justice-Involved Individuals

Prenatal and Perinatal Substance Use Disorder (SUD) Treatment Programs

SUMMARY OF PROJECT(S) ADDRESSED
Region 5 will focus on strengthening the crisis continuum of care to ensure timely, high-quality
behavioral health services. The proposal prioritizes three goals: (1) expanding mobile crisis
response and crisis receiving services; (2) strengthening infrastructure to support ongoing and
transitional care; and (3) addressing transportation barriers to improve access across the region.
Funding will support current and emerging CCBHCs throughout Eddy, Chaves, and Lea County
to expand sustainable, evidence-based services, including ACT, PSR, and peer
supports, with a focus on individuals transitioning from incarceration, hospitalization, or
residential treatment.
Region 5 will also establish a behavioral health transportation program to support access to
residential treatment, withdrawal management, and direct transitions from hospitals, detention
facilities, and crisis receiving settings, while county-level transportation resources are integrated
into CCBHC operations to support mobile crisis response and ongoing care.
PROGRAMMATIC REQUIREMENTS
All programmatic services delivered under this Scope of Work must comply with all applicable
federal, state, and local requirements, including but not limited to:
* New Mexico Administrative Code (NMAC)
* New Mexico Recovery guidance
* Behavioral Health Billing & Policy Manual
* Behavioral Health Service Standards
These requirements govern the delivery, documentation, and oversight of all behavioral health
services and must be followed throughout he duration of the project.

INVOICING AND PAYMENT TERMS
* All invoices shall be submitted to the Eddy County Grants Department in accordance with
all applicable requirements, established deadlines, and fiscal policies.
* Awardees must comply with all documentation and verification requirements as a
condition of payment.
FUNDING WITHDRAWAL
* HCA reserves the right to suspend, reduce, or terminate funding in the event of material
non-performance, failure to meet reporting requirements, or non-compliance with
contractual obligations.
COMPLIANCE
* Funding cannot supplant existing resources or be used for capital construction, lobbying,
costs incurred prior to the contract start date, and payment towards previously incurred
debt.
* Awardees are subject to financial and programmatic audits and must maintain all records
related to Early Access funding.
* Reporting and service verification are mandatory to ensure accountability and alignment
with the long-term goals of the BHRIA.
* All services must maintain Medicaid compliance.
CONTRACT TERM
This Agreement shall become effective on the date of the last signature, April 17, 2026, and shall
remain in effect through June 30, 2027, unless earlier terminated in accordance with the terms
and conditions of this Agreement.
INSURANCE
The CONTRACTOR shall maintain, at its sole expense, the following minimum insurance
coverage:
* Commercial General Liability Insurance with limits not less than One Million Dollars
($1,000,000) per occurrence and Two Million Dollars ($2,000,000) aggregate
* Automobile Liability Insurance covering all owned, non-owned, and hired vehicles with
limits not less than One Million Dollars ($1,000,000) combined single limit
* Professional Liability (Errors & Omissions) Insurance with limits of not less than One
Million Dollars ($1,000,000) per claim
* Workers' Compensation Insurance as required by the laws of the State of New Mexico.
* Certificates of insurance shall be provided prior to contract execution and upon renewal
of policies. Failure to maintain required insurance shall constitute material breach.

II. DEFINITION OF TERMINOLOGY
This section contains definitions that are used throughout this procurement document, including
appropriate abbreviations.
1. "Board of County Commissioners" (also "BOCC") means the elected board in whom all powers
of the County are vested and who are responsible for the proper and efficient administration of
the County government.
2. "Close of Business" means 5:00 P.M. Mountain Standard Time (MST) or Mountain Daylight
Time (MDT), whichever is in effect on the date specified.
3. "Contract" or "Agreement" means a written agreement for the procurement of items of tangible,
personal property or services.
4. "Contractor" means a successful offeror who enters into a binding contract.
5. "County" means the County of Eddy, State of New Mexico.
6. "Determination" means the written documentation of a decision of the Procurement
Administrator including findings of fact required to support a decision. A determination becomes
part of the procurement file to which it pertains.
7. "Desirable" refers to the terms "may", "can", "should", "preferably" or "prefers" which identify
a discretionary item or factor. (As opposed to a "mandatory" item or factor.)
8. "Evaluation Committee" means a body appointed by County management to perform the
evaluation of offeror proposals.
9. "Evaluation Committee Report" means a report prepared by the Procurement Administrator and
the Evaluation Committee for submission to appropriate approval authorities for contract award
that contains all written determinations resulting from the conduct of a procurement requiring the
evaluation of competitive sealed proposals.
10. "Finalist" is defined as an offeror who meets all the mandatory specifications of this Request for
Proposal and whose score on evaluation factors is sufficiently high to merit further consideration
by the Evaluation Committee.
11. "Mandatory" refers to the terms "must", "shall", "will", "is required" or "are required," which
identify a required item or factor. (As opposed to a "desirable" item or factor.) Failure to meet a
mandatory item or factor will result in the rejection of the Offeror's proposal.
12. "Offeror" is any person or entity who chooses to submit a proposal.
