Duchesne Drive Reconstruction - St. Charles, MO

Notice is hereby given that the City of St. Charles will receive sealed proposals at City Hall, Engineering Office, 200 North Second Street, St. Charles, Missouri 63301 until 2:00 p.m. local time, on July 29, 2026 , at which time all bids for the Duchesne Drive Reconstruction will be publicly opened and read.

The Duchesne Drive Reconstruction project replaces pavement between West Clay Street and Droste Road. The existing concrete pavement has deteriorated and requires a full depth pavement replacement with 9-inches of asphalt pavement constructed on 6-inches of aggregate base. Duchesne Drive between West Clay Street and Raymond Drive experiences localized ponding during heavy rain events, therefore the project provides additional grate inlets and storm sewers to improve drainage. The project provides sidewalk reconstruction to complete a continuous sidewalk on the west side and an 8-foot-wide shared use path on the east side. The shared use path will connect to other existing shared use paths along West Clay Street and Droste Road. Additional improvements include rapid rectangular flashing beacons, curb ramp reconstruction, storm sewer improvements, striping, signage, new driveway entrances, approaches, curb and gutter and street lighting.

The bid proposal shall be made on a form of proposal, provided in the specifications and delivered in a sealed envelope clearly marked on the outside Bid No. 4806 to the Engineering Office on or before the time specified above. No facsimiles will be accepted. The proposal shall be accompanied by a bid bond, certified check or cashier's check of a bank or trust company in St. Charles County, City of St. Charles, St. Louis County, or in the City of St. Louis for an amount not less than five (5%) percent of the bid amount. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter into a contract or to furnish bond after their proposal has been accepted.

The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids with the MoDOT’s concurrence. The City reserves the right to defer the acceptance of any proposal and the execution of a contract for a period not exceeding one hundred twenty (120) days after the date of opening of the bids. The successful bidder to whom the contract has been awarded shall sign the contract and performance bond and other required certificates in triplicate and return the signed documents within fifteen (15) days after the date of their receipt.

The City of St. Charles hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2011 Edition including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

Missouri Law, 292.675 RSMO, requires any awarded contractor and its subcontractor(s) to provide a ten-hour Occupational Safety and Health Administration (OSHA) Construction Safety Program (or a similar program approved by the Missouri Department of Labor and Industrial Relations as a qualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operators, and craftsmen) who have not previously completed such a program and are directly engaged in actual construction of the improvement (or working at a nearby or adjacent facility used for construction of the improvement). The awarded contractor and its subcontractor(s) shall require all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of said program. Penalties, for Non-Compliance include contractor forfeiture to the Contracting Authority in the amount of $2,500, plus $100 per contractor and subcontractor employee for each calendar day such employee is employed beyond the elapsed time period for required program completion under 292.675 RSMO.

The successful bidder and contractor will be furnished, without cost, not more than three (3) sets of plans and specifications for the project. If more are requested, additional sets will be furnished at a nominal charge. Any plans and specifications required for permits by a municipality or other public agency will be furnished by the City.
