BACKGROUND
The Land Reutilization Authority of the City of St. Louis, Missouri (“LRA” or “Authority”) is
seeking bids for General Contracting Services at 6105 Dr. Martin Luther King Drive, commonly
known as the Wellston Loop Pavillion or Wellston Loop Station. Built in 1909, the Wellston
Loop Pavillion is a historic, beautiful, and much-deteriorated former streetcar and bus station.
Between the 1920s-1950s, Wellston's trolley and bus services moved 25,000 patrons through the
area daily. The work entails roof and dormer reconstruction, installation of decorative brackets,
and installation of new windows and doors. LRA seeks a General Contractor licensed in the State
of Missouri to stabilize this building for future development.
The work which the Contractor shall be required to perform under this contract shall commence
at the time stipulated by the Authority in a Notice to Proceed. LRA seeks to have these services
completed no later than September 30, 2026.

INVITATION
LRA invites sealed proposals from General Contractors to complete the prescribed scope of
services for stabilization and repairs of the structure located at 6105 Dr. Martin Luther King
Drive, St. Louis, Missouri 63133.
Sealed proposals are due April 15, 2026 at 3:00 p.m. CDT.
All bids shall be submitted pursuant to the terms and conditions in this Invitation and the
Instructions to Bidders. Potential Bidders may obtain related Documents from the Authority at

SCOPE OF WORK
The work entails roof, envelope, and dormer reconstruction, installation of decorative brackets,
and installation of new windows and doors. LRA seeks a General Contractor licensed in the State
of Missouri to stabilize this building for future development.
Note that in the interest of time LRA has pre-purchased the brackets and windows/doors, which
will be received by and installed by the General Contractor. Bidders shall incorporate the costs
for receiving and installing the brackets, doors and windows into their base bid. Specifications
for the materials being supplied by LRA to the General Contractor are identified in the Exhibits
for reference and installation bidding purposes.

Bidders must provide “Exhibit D – Bid Form” along with other documents described herein to be
considered.
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of
tangible personal property and materials to be incorporated into or consumed in the construction
of this project are not subject to Missouri sales tax and may be made on a sales tax-exempt
basis pursuant to an Exemption Certificate issued by the Authority. LRA will provide a tax-
exempt certificate.
Bidders are responsible for reviewing and understanding the full scope of work as
presented in the Bidding Documents, and submitted bids shall incorporate all materials,
labor, equipment, and other necessary associated costs to complete the Scope of Work in its
entirety.

A Bidder who fails to submit all required forms may be deemed non-responsive.
The Authority may consider as irregular any bid on which there is an alteration of or departure
from the Form of Bid (Exhibit D), and, in its sole discretion, may reject any bid or bids so altered
or changed. However, the Authority reserves the right to waive non-substantive irregularities in
the bidding, in the sole discretion of the Authority.
The Authority shall interpret the Contractor’s act of submitting a bid to the Authority to mean
that the Contractor has satisfied itself as to the quantities and has ascertained at the site by
inspection, investigation, measurement, or otherwise, all circumstances affecting the cost of
performing the work.
