I. STATEMENT OF WORK
A. BACKGROUND
Under the Older Americans Act (OAA), Older Americans Act: Overview and Funding |
Congress.gov | Library of Congress), the Area Agency on Aging (AAA) is responsible for
planning and delivering services that help older adults maintain independence, well-
being, and dignity. The 2024-2028 Countywide Area Plan (CWAP, PSA 09-4 Yer Area
Plan 2024-28- APPROVED.pdf)) for Alameda County identified significant gaps in social
participation, with more than 40% of respondents feeling isolated from others or lonely
at least one or two days a week and 33% of older adults reporting unmet social needs.
OAA Title IIIB Funding supports programs that address these challenges through
meaningful socialization, wellness activities, and improved access to resources.
To ensure equitable access to services, the OAA prioritizes individuals with the greatest
social and economic need:
1. Greatest Economic Need: Income at or below the federal poverty level, as further
defined by state and area plans based on local factors such as geography and living
expenses.
2. Greatest Social Need: Noneconomic factors limiting independence or the ability to
perform routine daily tasks, including physical or mental disabilities, language
barriers, cultural or geographic isolation, and conditions such as housing instability,
food insecurity, chronic health issues, or safety concerns.
Considering these factors and our CWAP findings, the following groups of older adults in
Alameda County are identified as priority populations for services:
* Adults age 75 and older
Higher risk of isolation and functional decline.

* Low-income
Defined as living at or below 200% of the federal poverty level.

* Individuals with functional impairments or disabilities
Includes people with physical or mental impairment that substantially
o
limit one or more major life activities, with particular emphasis on those
with limitations in activities of daily living (ADLs) or instrumental activities
of daily living (IADLs).
* Racial or Ethnic minorities
Includes Asian, Hispanic/Latino, Black/African American, Native
o
Hawaiian/Pacific Islander, American Indian/Alaska Native, and
Multiracial populations.
* Individuals with limited English proficiency

Targeting Goals
To ensure Senior Center Activities reach the target population, AAA has identified
service delivery standards based on the percentage share of the population with each of
these factors within each region. For the purposes of AAA, adequately reaching the
target populations-as reflected by the proxy factors minority, low-income, age 75+,
and functionally impaired or disabled-within each region means serving these groups
at higher rates than they appear within their region. Bidders are expected to include
methods for exceeding these numbers in their service design.

B. INTENT
The Alameda County Social Services Agency (ACSSA), Department of Adult and Aging
Services (AAS), and AAA seek qualified organizations to provide inclusive, culturally and
linguistically responsive Senior Center Activities for older adults age 60 and older to
foster socialization and community, well-being, and resource access. Programs must
align with AAA's Alameda County CWAP and the OAA, prioritizing older adults with the
greatest social and economic needs.
The County's intent is to fund programs that:
* Reduce social isolation, promote wellness, and facilitate meaningful engagement
for older adults.
* Reflect the diversity of Alameda County to ensure equitable access for older
adults.
* Address priority populations identified in the CWAP, including adults age 75+,
low-income seniors, LGBTQIA+ seniors, Veteran seniors, disabled seniors, and
those with limited English proficiency.

* Offer adaptable and innovative programming that accommodates diverse
interests, schedules, formats (online/in-person), and physical or cognitive
abilities.
* Promote lifelong learning, intergenerational interaction, and opportunities for
leadership and volunteerism.
* Feature collaborative programming that builds partnerships to broaden reach
and maximize impact.
* Utilize community input-such as surveys or focus groups-to shape activities
and ensure they meet local needs.
Successful bidders will demonstrate:
* Capacity and experience in delivering inclusive, accessible programming.
* Cultural and linguistic competence to serve diverse communities effectively.
* Fiscal accountability and compliance with all applicable regulations.
* Commitment to collaboration, continuous improvement, and utilization of
participant feedback to drive programming.
* Innovative approaches to reduce isolation and enhance engagement.
AAA estimates that a total of $513,096 will be available for funding Fiscal Year 2026-
2027, with $228,630 from Older Americans Act (OAA) and $284,466 from County
General Funds. Actual awards will be dependent on funding available. The total funding
is outlined below:

AAA is committed to providing services throughout all regions of the county and
establishes guidelines for funding that reflect each region's population of seniors that
are minority, low-income, age 75+, and functionally impaired or disabled. Actual
funding amounts may vary depending on the number and quality of bid responses
received.

Geographic Regions
For the purposes of this RFP, we have broken the county into regions as follows:
* North: Alameda, Albany, Berkeley, Emeryville, Oakland, Piedmont
* Central: Ashland, Castro Valley, Cherryland, Fairview, Hayward, San Leandro, San
Lorenzo
* South: Fremont, Newark, Union City
* East: Dublin, Livermore, Pleasanton, Sunol
Contracts will be awarded for an initial one (1) -year term (July 1, 2026 - June 30, 2027),
with up to three optional one (1) -year renewals based on funding availability and
performance. Both large regional providers and smaller community-based organizations
are encouraged to apply, as well as organizations that specialize in cultural or identity-
based programs that address the needs of the target populations defined in this RFP.
Bidders will propose the region(s) to be served and the number of service units to be
provided; the unit measure for Senior Center Activities is one hour.
C. SCOPE
AAA seeks qualified organizations to provide community-based Senior Center Activities
that promote social connection, wellness, and engagement for older adults. These
programs should help participants maintain well-being, independence, and dignity
through meaningful opportunities for social interaction, recreation, education, and
leadership development. Activities should reduce isolation, encourage active lifestyles,
and support lifelong learning and volunteer involvement.
Eligible Activities
Programs may include, but are not limited to:
* Recreation and Arts: Arts and crafts, music, dance, film screenings, cultural
activities, book clubs, game hours
* Physical Fitness and Wellness: Exercise classes, walking groups, yoga, hiking,
meditation, gardening
* Educational Opportunities: Lifelong learning workshops, language exchanges,
leadership development, employment resources and support

* Community Engagement: Volunteer programs, intergenerational activities, civic
engagement events
* Digital Literacy and Technology Support: Computer classes, smartphone
tutorials, security awareness
* Healthy Living Strategies: Health screenings, mental health awareness
programming, health insurance benefits counseling, nutritious cooking classes
* Resource Education and Emergency Preparedness: Benefits education, know-
your-rights information sessions, retirement planning workshops, disaster
readiness, crime prevention
Unallowable Costs: Entertainment-related expenses such as tickets, meals, travel,
lodging, and gratuities.
All proposed activities must be inclusive, culturally and linguistically appropriate, and
aligned with OAA and CWAP commitments to equity and to supporting older adults in
living healthy, engaged, and independent lives.
To ensure consistency and quality of service, the following minimum requirements
apply:
Operational Requirements: Bidders must be able to provide twenty (20) hours of
programming per week and operate at a fixed location for a minimum of three (3) days
a week. Bidders operating multiple sites will be considered qualified if the aggregate
number of programming hours and operating days meet this requirement, even if
individual sites do not meet these specifications. Bidders must offer activities on a
consistent schedule that ensures frequent and equitable access for older adults. Hours
may include extended hours, weekend programming, or virtual sessions.
Attendance: Average daily attendance must be at least 15 unduplicated seniors
participating in services and programs.
Information and Assistance: Centers must provide basic information assistance services
to participants and caregivers, such as resource lists and referral information for
agencies that can provide additional support.
Quarterly Workshops: Centers must conduct workshops at least quarterly on topics
such as energy assistance, safety/crime prevention for seniors, public benefits, elder
abuse prevention, affordable housing, and citizenship classes for immigrant-serving
programs.
Communication: Centers must publish monthly newsletters or calendars, advertising
programs and events of interest to seniors in languages prevalent in the service area.
