REQUEST FOR STATEMENT OF QUALIFICATIONS
102nd Ave NE Bridge Replacement
DESCRIPTION OF PROJECT
The City of Bothell Public Works Department is soliciting Statements of Qualifications
(SOQs) from qualified consulting firms to provide professional engineering and related
services for the 102nd Ave NE Bridge Replacement Project.
The project will replace the existing 102nd Ave NE Bridge and includes a dedicated
planning phase to evaluate alternatives and identify a preferred replacement option.
Subsequent phases may include environmental documentation, preliminary and final
design, right of way support, bidding assistance, and construction engineering services,
subject to project funding and City authorization.
Funding for this project will include both local and Federal sources. All aspects of this
project will need to comply with the requirements of the funding agencies, including
FHWA. The Disadvantaged Business Enterprises (DBE) participation goal for this
professional services contract is Zero percent. The WSDOT Federal Small Business
Enterprise (FSBE) participation goal is Zero percent. The voluntary Small Business
Enterprise (SBE) participation goal is Ten percent. As a federally funded project, this will
be held to Federal Equal Employment Opportunity (EEO) requirements.

SCOPE OF WORK
The selection of the Consultant will be such that the Consultant has the capability and
capacity to perform all current and future phases of work including, but not limited to,
planning, preliminary and final design, right of way support, environmental compliance,
bidding assistance, and construction engineering services. It is anticipated that the
Consultant will begin work immediately on the planning phase. The Consultant, at the
option of the City, may be contracted to complete additional/future phases of work.
The Consultant shall be able to provide all professional services required to complete all
phases of the project. The Consultant shall provide appropriate interdisciplinary resources

EVALUATION AND SELECTION CRITERIA
Pursuant to state and federal regulations, the City's selection of a Consultant will be based
on qualifications. The following criteria will be used to evaluate and rank Consultant
submittals:

The selection process will consist of short-listing using the submitted Statement of
Qualifications. This will be followed by an interview with finalist candidates.
Negotiated Hourly Rate Contract negotiations will take place with the top-rated Consultant.
If negotiations are unsuccessful, the City reserves the right to terminate negotiations and
open discussion with the next-highest rated consultant. This process will continue until
successful contracts are negotiated or the City terminates the process.

To be considered for this work, the SOQ shall be no more than 10 pages including the
cover page. Three (3) additional sheets will be allowed for letters of recommendation from
previous clients. Interested firms must submit a response package in PDF format via email
with subject line "102nd Ave Bridge Replacement - SOQ" by August 20, 2026, at 1:00
PM, to:

No submittals will be accepted after this date and time. The maximum file size for the
