Request for Qualifications
Finney County is seeking qualified consulting firms for pre-construction engineering and project management in the category equivalent to the Kansas Department of Transportation’s (KDOT) Work Category: 212 – Highway Design-Minor Facility for the project listed below. Qualifications for roadway construction inspection in the equivalent to the KDOT’s Work Category: 241 will also be considered.
Description
The 2027 High Risk Rural Road (HRRR) project is a site-specific improvement project to add centerline striping, curve signage, aggregate shoulders, flatten foreslopes, and rumble strips to Old U.S. 83 from U.S. 83 to U.S. 83 Business in Finney County. Plans will be developed in accordance with state and Federal requirements. The KDOT project number is 28 C-5376-01, and it is scheduled to be let to construction by KDOT in June of 2027.
Schedule and Deadlines
Three copies of the technical proposal are due by 3:00 PM on April 30, 2026, and must be delivered by mail or email (4 MB maximum). Interested consulting firms must be pre-qualified by KDOT in the work categories noted above.
Anticipated Schedule for Subsequent Events:
Evaluation and ranking of technical proposals shall take place on or about May 12, 2026, after which all firms that submitted letters of interest will be notified of the ranking. Negotiations with the highest-ranked firm to commence on or about May 14, 2026. Preliminary engineering agreement signed, and Notice to Proceed to be issued June 1, 2026.
