This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated August 27, 2025.
The Contractor shall furnish all supervision, materials, equipment, vehicles, tools, parts, labor, transportation, and miscellaneous items needed to install a new water softener and reverse osmosis unit at The Magdalena Ranger District located at 203 First St. Magdalena, New Mexico 87825. The building is a single-story 3,000 sq ft office building with an east and south wing as well as multiple engine bays. The building currently does not have a water softener unit and has suffered from extremely hard water for the past twenty years. Thus, making it necessary to install a softener system. The new water softener unit shall meet or exceed current model specifications. The contractor shall remove, dispose of, and install new toilets and supporting components. The new units shall meet or exceed the most current units in service. Two restrooms (male and female) on the first floor and two restrooms (male and female) in the basement area. The restrooms service all employees of the building.
All work shall be in accordance with the plans and specifications IAW the SOW. No changes to the specifications, terms, or conditions of this Request for Quotation (RFQ) shall be made without the prior approval of the Contracting Officer in writing. The contractor is responsible for complying with all applicable regulations and obtaining all permits for this work.
This procurement is set aside 100% for small business. The NAICS code is 238220 Plumbing, Heating, and Air Conditioning Contractors, and the Small Business Size Standard is $19M.
The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the attached Statement of Work (SOW).
Basis for Award: The award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that is capable of successfully fulfilling the requirements in accordance with the attached SOW listed in Section C to the Government’s approval and acceptance. The Vendor shall complete the table in Section B-Schedule of Items with their offered pricing. The Vendor shall submit a quote with Firm Fixed pricing to include a technical capability statement. Failure to provide adequate information will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.

Offerors are instructed to provide information to demonstrate capability to perform water softener installation services to include demolition, removal, disposal, plumbing, and electrical wiring.
