The City of Siloam Springs will be accepting sealed bids for 2026 Manhole Rehabilitation until 2:00 pm CST March 10th, 2026 at the Public Works Building, 1000 E Ashley St., Siloam Springs, Arkansas. Bids may be hand delivered to said address or mailed to P.O. Box 80, Siloam Springs, Arkansas. The envelope(s) shall be marked as follows: One (1) “Sealed Bid Enclosed – (2026 Manhole Rehabilitation). The sealed bids must be received by Public Works prior to the above date and time. The sealed bids are based upon the following options:

Scope of Work:

The scope of work includes contractor installing and applying polyurea lining to 500 linear feet of manholes and approximately 5 manhole trough reforms throughout the City’s sewer collection system.

All interested parties may obtain complete bid specifications from Chelsey Martinez, Public Works Administrative Assistant, at the address listed above upon the payment of twenty dollars ($20). There will not be a scheduled pre-bid meeting for this project. However, interested parties can schedule a site visit by contacting the Public Works office at 479.238.0921. All interested contractors are strongly encouraged to do so.

In order to perform public work, the successful Bidder shall, as applicable, hold such Contractor's and Business Licenses as required by Arkansas State statutes and the Rules and Regulations of the Arkansas Contractor's Licensing Board.

The City shall open and compare the bids and thereafter award the contract to the lowest responsible bidder, but only if it is in the opinion of the City that the best interests of the City would be served thereby. The City reserves the right to reject any or all bids, to waive irregularities, and to postpone the award of the Contract for a period of time not to exceed 90 days from the bid opening date.

Introduction
The purpose of the Request for Bid is to obtain competitive bids from qualified contactors for the
rehabilitation of existing manholes within the City’s sewer collection system.
The City of Siloam Springs, Arkansas, is requesting bids from qualified contractors to furnish all
tools, materials, and labor necessary to complete the 2026 Manhole Rehabilitation
Project. The project may include the reforming of 5 manhole troughs and the application of
approximately 450 vertical feet of polyurea lining. All work shall be performed in accordance
with applicable plans and contract documents developed by the City of Siloam Springs.
Scope of Work
The project entails:
Applying a total of approximately 450 vertical feet of polyurea lining to manholes.
Reform manhole trough in five manholes.
Providing all necessary tools, materials, labor, and equipment to complete the work in
accordance with the contract documents.
Ensuring compliance with all applicable federal, state, and local safety and environmental
regulations.
All work shall conform to the plans and specifications outlined in the contract documents.
Contractors are responsible for conducting site inspections and studies to familiarize themselves
with all conditions that may affect the work.

Bid Forms: Proposals must be submitted using the official bid forms provided in the bid

Any addenda issued during the bidding period will be posted on the City’s website. Bidders are
responsible for checking the addenda prior to submission.

Envelope Labeling: Envelopes must be clearly marked with the following:
o "Bid for 2026 Manhole Rehab"
o Date of bid opening
o Bidder’s name, address, and Arkansas contractor’s license number
Deadline: Bids must be received by February 25, 2026, at 2:00 PM CST. Late
submissions will not be accepted.
A public bid opening will be held on February 25, 2026, at 2:15 PM CST.
Bidder Qualifications
Licensing: All bidders must hold a valid municipal and utility construction license in the
State of Arkansas at the time of bid submission, as required by Act 150 of the 1965 Acts
of the Arkansas Legislature and any subsequent amendments and demonstrate recent
experience with manhole rehabilitation and polyurea lining application.
Site Familiarity: Bidders are encouraged to conduct necessary inspections and studies of
the work site to fully understand the project conditions.
Equal Opportunity: Pursuant to Arkansas Code Annotated Sec. 22-9-203, the City
encourages participation from small, minority, and women-owned business enterprises.
General contractors are encouraged to consider subcontracting opportunities to these
groups.
Evaluation and Award
The City of Siloam Springs reserves the right to:
o Reject any or all bids.
o Waive any informalities in proposals if deemed in the best interest of the City.
o Withhold the award of the contract for up to 60 days after the receipt of bids.
Bids will be evaluated based on the following criteria:
o Responsiveness to bid specifications
o Cost competitiveness
o Contractor qualifications and experience
o Project schedule and availability
o Overall value and benefit to the City.
