Introduction
The purpose of the Request for Bid is to obtain competitive bids from qualified contactors for the
rehabilitation of existing manholes within the City’s sewer collection system.
The City of Siloam Springs, Arkansas, is requesting bids from qualified contractors to furnish all
tools, materials, and labor necessary to complete the 2026 Manhole Rehabilitation
Project. The project may include the reforming of 5 manhole troughs and the application of
approximately 450 vertical feet of polyurea lining. All work shall be performed in accordance
with applicable plans and contract documents developed by the City of Siloam Springs.
Scope of Work
The project entails:
• Applying a total of approximately 450 vertical feet of polyurea lining to manholes.
• Reform manhole trough in five manholes.
• Providing all necessary tools, materials, labor, and equipment to complete the work in
accordance with the contract documents.
• Ensuring compliance with all applicable federal, state, and local safety and environmental
regulations.
All work shall conform to the plans and specifications outlined in the contract documents.
Contractors are responsible for conducting site inspections and studies to familiarize themselves
with all conditions that may affect the work.

• Bid Forms: Proposals must be submitted using the official bid forms provided in the bid
package.
Any addenda issued during the bidding period will be posted on the City’s website. Bidders are
responsible for checking the addenda prior to submission.

• Sealed Bids: Proposals must be submitted in sealed envelopes addressed and hand

• Envelope Labeling: Envelopes must be clearly marked with the following:
o "Bid for 2026 Manhole Rehab"
o Date of bid opening
o Bidder’s name, address, and Arkansas contractor’s license number
• Deadline: Bids must be received by February 25, 2026, at 2:00 PM CST. Late
submissions will not be accepted.
A public bid opening will be held on February 25, 2026, at 2:15 PM CST.
Bidder Qualifications
• Licensing: All bidders must hold a valid municipal and utility construction license in the
State of Arkansas at the time of bid submission, as required by Act 150 of the 1965 Acts
of the Arkansas Legislature and any subsequent amendments and demonstrate recent
experience with manhole rehabilitation and polyurea lining application.
• Site Familiarity: Bidders are encouraged to conduct necessary inspections and studies of
the work site to fully understand the project conditions.
• Equal Opportunity: Pursuant to Arkansas Code Annotated Sec. 22-9-203, the City
encourages participation from small, minority, and women-owned business enterprises.
General contractors are encouraged to consider subcontracting opportunities to these
groups.
Evaluation and Award
• The City of Siloam Springs reserves the right to:
o Reject any or all bids.
o Waive any informalities in proposals if deemed in the best interest of the City.
o Withhold the award of the contract for up to 60 days after the receipt of bids.
• Bids will be evaluated based on the following criteria:
o Responsiveness to bid specifications
o Cost competitiveness
o Contractor qualifications and experience
o Project schedule and availability
o Overall value and benefit to the City.

Statement of Non-Commitment
This RFB does not commit the City of Siloam Springs to award a contract, pay any costs incurred
in the preparation of proposals, or procure services or supplies. The City reserves the right to
amend or cancel this RFB at any time.
