1. Introduction and Project Overview
Newtown Township is issuing this request to solicit a Statement of Interest (SOIs) from qualified
engineering consulting firms to provide comprehensive professional services for the planning,
survey, environmental review, design, and construction phase support for a new shared-use
walking and bicycle trail in Newtown Township, Delaware County, Pennsylvania. This project is
being funded under TIP funding and will need to follow all Penn DOT Policies and Procedures.
1.1 Project Description
The project consists of the full development of a shared-use path (walking and bicycling)
extending from the intersection of State Route 252 (S Newtown Street Road) at Troop Farm
Road to SR Route 3 (West Chester Pike) at Bryn Mawr Avenue in Newtown Township. The
corridor passes through an easement on the grounds of Dunwoody Village, a continuing care
retirement community located at 3500 West Chester Pike, Newtown Square, PA 19073.
The trail is intended to provide a safe, accessible, non-motorized transportation and recreation
corridor connecting existing and planned pedestrian and bicycle facilities along SR 252 (S
Newtown Street Road) and SR 3 (West Chester Pike). The project will serve residents of
Newtown Township and the broader Delaware County active transportation network.
1.2 Key Project Constraints
* The alignment traverses an easement through Dunwoody Village. The selected
consultant will be responsible for reviewing easement documents and coordinating
closely with Dunwoody Village management throughout all phases of design.
* The trail termini are at intersections with a state route (SR 252) and a state route (SR
3/West Chester Pike), requiring traffic engineering analysis and PennDOT highway
occupancy coordination at both ends.
* The corridor may pass through areas with environmental sensitivities including wetlands,
floodplain, mature tree canopy, and stormwater management requirements under
Chapter 105 and Chapter 102 regulations.
* The trail must meet ADA accessibility standards and AASHTO guidelines for shared-use
paths throughout its length.
* Coordination with SEPTA and adjacent land uses along the corridor will be required.
1.3 Governing Procedures
This SOI is issued under Modified/Enhanced Modified Selection Procedures as defined in
Publication 93 (12-22), Chapter 2. The procurement is governed by Section 905 of the
Commonwealth Procurement Code.
1.4 Question and Submittals
All questions and Submittal will be submitted through email to snease@newtowntownship.org.
All questions and answers will be posted on the Townships Website on the Current Bids and
RFP page. All questions must be submitted by Wednesday August 19, 2026. All answers will

be posted by August 25, 2026. All submittals need to be submitted by email no later than 2:30
PM on August 28, 2026.
2. Scope of Work
The following tasks represent the anticipated scope of professional services. This section
provides a summary for SOI preparation purposes. The project will be broken into three parts;
the Preliminary Design, Final Design (including Construction Letting) and Construction
Management. The tasks include but are not limited to as follows:
2.1 Task 1 - Project Management and Coordination
* Develop and maintain a project schedule.
* Conduct and document regular project status meetings with Newtown Township and as
needed with the PennDOT District Project Manager.
* Coordinate with Dunwoody Village management and legal counsel regarding easement
conditions, access, and phased construction activities.
* Coordinate with adjacent property owners, for any additional easement requirements,
design and construction activities as well as with municipal officials from Newtown
Township, Delaware County Planning Department, and utility companies.
* Prepare and maintain a project communication plan.
2.2 Task 2 - Survey and Mapping
* Conduct a topographic survey of the full project corridor including both trail termini and
all easement areas.
* Establish horizontal and vertical control consistent with PennDOT survey requirements.
* Prepare base mapping at appropriate scale for design.
* Locate all utilities within the project corridor. Coordinate with utility companies for field
verification.
* Prepare an existing conditions plan and profile sheets.
2.3 Task 3 - Environmental Review and Permitting
* Conduct environmental screening and prepare appropriate NEPA documentation
(Categorical Exclusion or equivalent) in coordination with the PennDOT District
Environmental Manager.
* Conduct Section 106 cultural resources review in coordination with SHPO.
* Evaluate Section 4(f) and Section 6(f) applicability.
* Conduct wetlands delineation and prepare Chapter 105 permit application if wetland
impacts are identified.
* Prepare NPDES/Chapter 102 Erosion and Sediment Control permit application.
* Identify floodplain impacts and coordinate with FEMA and Township floodplain
administrator as needed.
* Review and document environmental commitments.

2.4 Task 4 - Geotechnical Investigation
* Perform subsurface investigation along the trail corridor as warranted by site conditions.
* Prepare geotechnical report with recommendations for pavement design, drainage
structures, retaining walls, and any areas of poor soils.
* Coordinate with PennDOT District Geotechnical Engineer for review and approval.
2.5 Task 5 - Easement and Right-of-Way Plans
* Review existing easement documents for the Dunwoody Village corridor and identify any
conditions or restrictions affecting trail design.
* Prepare right-of-way and easement exhibit plans for any additional temporary
construction easements or permanent easements required beyond the existing
easement limits.
* Coordinate with the Township.
* Prepare property descriptions and exhibits as required.
2.6 Task 6 - Preliminary Design
* Evaluate trail alignment alternatives within the easement corridor, considering grades,
drainage, tree preservation, and constructability.
* Recommend preferred alignment and typical sections for PennDOT and easement
holder concurrence.
* Prepare preliminary plan and profile sheets.
* Design terminal intersections at SR 252/Troop Farm Road and SR 3/Bryn Mawr Avenue,
including pedestrian signals, crosswalk markings, ADA curb ramps, and signing.
* Prepare preliminary drainage design and stormwater management concept.
2.7 Task 7 - Final Design
* Incorporate Township and PennDOT review comments from preliminary design
submission.
* Prepare complete plan and profile sheets, cross-sections, drainage plans, and detail
sheets per PennDOT standards.
* Design trail pavement structure, edge treatments, drainage appurtenances, fencing,
signage, and pavement markings per AASHTO and PennDOT guidelines.
* Design ADA-compliant features throughout, including rest areas and accessible
connections at termini.
* Prepare final stormwater management plans and supporting calculations.
* Prepare utility relocation plans and coordinate with utility companies.
* Prepare highway occupancy permit support materials for SR 252 and SR 3
crossing/connection points.
* Prepare construction staging and traffic control plans.
* Prepare final construction cost estimate.
* Prepare final bid-ready PS&E documents for Project Construction letting.

2.8 Task 8 - Construction Phase Services
* Provide shop drawing and submittal review.
* Respond to requests for information (RFIs) and contractor inquiries.
* Attend pre-construction meeting and periodic site visits as directed by the Township
Project Manager.
* Prepare design change documents as needed during construction.
* Provide record drawing support at project completion.
3. Statement of Interest (SOI) Requirements
Newtown Township is accepting competitive price proposals from civil engineers to produce
land surveys for permanent easements necessary to construct and maintain the Bryn Mawr
Avenue Trail Extension and produce a Statement of Interests that provides a fair evaluation of
candidates based on price of itemized services, qualifications of service providers and quality
references from previous work.
It is anticipated that the successful design team will provide a competitive bid for the project
and 3 examples of SOIs from projects of a similar size and scope of work. The successful
respondent will be identified by a combination of: 1) price for outlined items; 2) schedule of
work; and 3) quality of work submitted with price quote.
3.1 General Requirements
* SOIs must be submitted electronically through email.
* All attachments must be in PDF format.
* Resumes included with the SOI must be targeted to this advertisement, identifying
project-specific individuals at the manager or technical expert level relevant to trail
design, environmental services, surveying, and easement coordination.
* The SOI must identify the complete proposed consultant team, including all
subconsultants and their roles.
* Any firm visiting the site needs to be respectful of private property by not trespassing,
etc.
3.2 Required Content - Selection Criteria Responses
The SOI must directly address each of the five (5) selection criteria listed in Section 4 of this
SOI. Responses should be specific and project-relevant. Generic or boilerplate language that
does not directly address the criteria for this project will be evaluated accordingly.
3.3 Required Content - Qualifications
* Firm qualifications and relevant project experience for the prime consultant and all
subconsultants, with emphasis on: shared-use path / trail design, easement corridor
projects, environmental permitting in Delaware County and southeastern Pennsylvania,
ADA-compliant pedestrian and bicycle infrastructure, and at-grade crossing design on
state and US routes.

* Resumes of key personnel proposed for this project, including at minimum: Project
Manager, Lead Trail Designer, Environmental Project Manager, Survey Manager, and
Traffic/Intersection Engineer.
3.4 Required Content - Project-Specific QA/QC Plan (Conceptual)
A conceptual Project-Specific QA/QC Plan must be included per Section 2.7.1 of Publication 93
(12-22). The conceptual plan should address at a project overview level:
* Key deliverables and milestone dates
* Key project personnel and their accountability
* Communication plan including stakeholders (Dunwoody Village, Terrazza), easement
holder, and public involvement approach
* Decision-making and issue resolution steps
* Quality assurance responsibilities and monitoring approach
* Quality control procedures for design criteria, calculations, and deliverable review
4. Selection Criteria
The Township Consultant Selection Committee (TCSC) will evaluate all responsive SOIs
against the following five (5) criteria. The criteria are listed in order of importance as established
by the TCSC. The TCSC will rank the top three consultants directly from the SOI submissions.

future maintenance? Responses must include specific - not general
- commitments to minimize scope creep and construction cost growth,
including design solutions suited to the conditions.
4 How will the team pursue project delivery in relation to developing and 15%
meeting design and construction project schedules, including
coordination with the easement holder, adjacent property owners, utility
companies, and regulatory agencies?
5 How did the team perform on past projects? Provide specific examples 10%
of completed trail, shared-use path, or active transportation projects
noting scope, client, schedule adherence, and any challenges on
projects involving easements or third-party property coordination.

6. SOI as Technical Proposal - Requirements for the Top-Ranked
Firm
Under Modified/Enhanced Modified Selection Procedures, the SOI submitted by each
consultant serves as the abbreviated Technical Proposal for selection purposes. Following Final
Ranking approval, the top-ranked consultant will be provided access to the published Scope of
Work (SOW) in ECMS and will participate in a Scope Clarification Meeting before submitting a
Price Proposal. The following requirements apply to the top-ranked firm's SOI/Technical
Proposal content.
6.1 Technical Approach
* Address the published selection criteria with project-specific responses. Because the
SOI serves as the abbreviated Technical Proposal under these procedures, responses
must be complete and definitive - the IO must be able to obtain all information needed
for Final Ranking solely from the SOI. Generic or boilerplate language will be evaluated
accordingly.
* Identify and address the key technical challenges of this project, particularly easement
coordination with Dunwoody Village, environmental permitting, ADA accessibility
compliance, and at-grade intersection design at SR 252 and SR 3.
6.2 Staffing and Organization
* Provide a project organization chart identifying prime and subconsultant roles.
* Confirm key personnel proposed in the SOI and note any changes with justification.
* Provide a staffing plan indicating the assignment of personnel to the anticipated project
tasks described in Section 2 of this SOI.
6.3 Project Schedule
* Provide a project schedule showing major milestones from NTP through PS&E submittal
and construction phase services.
* The schedule must reflect a realistic assessment of regulatory review timelines,
easement holder coordination, and PennDOT review cycles.
6.4 Final QA/QC Plan
The final selected consultant (top-ranked firm) shall refine the conceptual QA/QC Plan
submitted with the SOI into a comprehensive final Project Specific QA/QC Plan per Section
2.7.1 of Publication 93 (12-22). The final plan shall include a comprehensive schedule with
milestone dates, a communication plan, specific QA/QC procedures for all deliverables, and a
project team protocol.

6.5 Worker Protection and Investment Certification
All firms on the final ranked team must attach signed copies of the Worker Protection and
Investment Certification Form to the SOI submission. Under Modified/Enhanced Modified
procedures the SOI serves as the Technical Proposal. Failure to attach the completed form will
result in a non-responsiveness determination. The Township will request Penn DOT to verify
that no final ranked firm appears on the Pennsylvania Department of Labor and Industry's public
list of non-compliant businesses prior to contract award.
7. Price Proposal and Negotiation
Following Final Ranking approval and publication, the top-ranked consultant will participate in a
Scope Clarification Meeting with the Township Consultant Selection Committee (TCSC). The
purpose of this meeting is to establish mutual expectations for project scope, deliverables,
timelines, and level of effort for each SOW task. No discussion of work-hours is permitted during
the Scope Clarification Meeting. Following this meeting, the top-ranked consultant will submit a
Price Proposal to the Township.
7.1 Price Proposal Content
The Price Proposal must be developed in accordance with Publication 93 (12-22), Section 3.6,
and must include:
* Work-hour estimates by task and personnel classification
* Distribution of hours across prime and subconsultants
* Average payroll rates by classification
* Applicable overhead rate (office or field, as determined during Scope Clarification
Meeting per Section 2.10.1 of Publication 93 (12-22))
* Fixed fee calculation
* Direct costs other than payroll
* Direct costs of services and work by others
* Project schedule and escalation factors as applicable
8. Disqualification Provisions
The following conditions will result in disqualification of an SOI:
* Failure to adhere to the General Requirements attached to the advertisement.
* Submission after 4:30PM on the applicable due date.
* Submission in a format other than PDF.
* Any material misrepresentation in the SOI.
9. Ethical Requirements and Conflict of Interest
This procurement is a qualification-based selection (QBS) process. The following ethical
requirements apply to all parties:

* All Township Consultant Selection Committee members who have a potential conflict of
interest with any submitted firm - or whose immediate family members have such a
conflict - must immediately notify the rest of the TCSC in writing and may not
participate in the review.
* A fair and impartial evaluation of all consultant submissions is a fundamental
requirement of the QBS process.
* Shortlisting and Final Ranking decisions are confidential until voted on by the Board of
Supervisors.
* Consultants must not communicate directly with the Township related to this project
involving Questions and Responses forum during the active advertisement and selection
period.
* All Selection Committee members must sign documentation certifying: 'By signing this
selection documentation I am certifying that neither I nor any members of my immediate
family have a potential conflict of interest with any of the submitted firms.'
10. General Conditions
10.1 Right to Reject
Newtown Township and PennDOT reserve the right to reject any and all SOIs, to waive
informalities, and to re-advertise the project if it is determined to be in the best interest of the
Township and the Commonwealth.
10.2 Agreement Terms and Conditions
The executed agreement will incorporate by reference the following terms, conditions, and
provisions, which will become legally binding upon execution:
* Publication 442, Bureau of Design and Delivery Specifications for Consultant
Agreements
* Department's Standard Agreement Special Requirements
* Standard Method of Payment Special Provisions (Cost Plus Fixed Fee)
* Technical Proposal / SOI (as finalized per Modified/Enhanced Modified procedures)
* Price Proposal (as negotiated and accepted)
10.3 Federal Aid Requirements
This project may be federally aided. If so, Federal Highway Administration (FHWA)
requirements will apply, and FHWA approval may be required for specific agreement
components prior to advertisement. All work must comply with applicable federal regulations
including 23 CFR Part 172 (Administration of Engineering and Design Related Service
Contracts).
10.4 Subconsultant Requirements

All subconsultants proposed by the prime must be ECMS Registered Business Partners. The
prime consultant is responsible for all work performed by subconsultants and must ensure
compliance with all terms and conditions of the agreement.
10.5 Right-of-Way Acquisition
If right-of-way acquisition services are required beyond the existing Dunwoody Village
easement, such services will be procured in accordance with Section 2.2.1 of Publication 93
(12-22) and WBS Code 2.10.7. The District Right-of-Way Administrator must be involved in
scoping any right-of-way acquisition tasks.
10.6 Photogrammetric Services
Any photogrammetric products or services included in the agreement require a workload
analysis completed by the BODD Photogrammetry and Surveys Section (PSS) and written
consent of PSS prior to CMD processing the agreement per Section 2.2.2 of Publication 93 (12-
22).
