This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation (SF1449) will not be issued.
This combined synopsis/solicitation contains a total of four (4) firm-fixed price line items under a base period and one option period (two CLINs per period). The Contract Line Item Number (CLIN) structure is detailed in solicitation Attachment 3.2 - Price Schedule/Model and Payment Schedule.
Login.gov participated in the Kantara Assurance Program and was awarded the IAL2 & AAL2 Full Service Kantara Trust Mark on September 25, 2024. The Kantara Assurance Program runs on a three-year cycle. The first year requires a Triennial application and assessment, and the two remaining years require an Annual Conformity Review (ACR). To remain compliant with the program requirements, Login.gov is required to submit two (2) ACRs. In addition, Login.gov may pursue FAL2 Trust Mark approval in accordance with NIST 800-63-3, requiring a submission of a Triennial application and Triennial assessment.
The contractor shall perform two (2) Annual Conformity Review assessments in accordance with the Kantara Initiative KIAF 1340 – Service Approval Handbook. The first ACR is due by September 1, 2025 and the second is due on September 1, 2026.
The scope of this contract also includes an optional FAL2 Assessment under SOW Section 4.2. The timeframe for submitting an application for the FAL2 accreditation is unknown at the time of contract award.
The primary place of performance will be at the contractor's facility or telework.
