RFQ # 2025-1028 LinkedIn Talent Solutions Services

The New York State Unified Court System (NYS UCS) is seeking quotes from authorized resellers for a 12-month coverage term for the following estimated quantities of LinkedIn Talent Solutions Services products and/or services:

II. Minimum Qualifications

UCS will consider quotes from vendors that are approved LinkedIn resellers or otherwise authorized to provide the products and/or services listed.

Documentation of reseller/partner status may be requested. III. Award

a. Term

The coverage term shall be a twelve (12) month period, anticipated to start on or around 11/24/2025.

b. Method of Award

A single award will be made to the lowest dollar cost, responsible vendor determined to be in compliance with the terms and conditions of this Request for Quote. Lowest dollar cost is defined as the lowest Grand Total Price of all estimated goods and/or services to be provided pursuant to the attached pricing sheet. UCS reserves the right to consider vendor qualifications, delivery capability, and compliance with specifications in determining vendor responsibility.

UCS may assign interviews to qualified vendors at its discretion.

Award, if made, will be in accordance with UCS procurement policies, applicable sections of State Finance Law, and be subject to the approval of the Office of the State Comptroller.

c. Tie Result

In the event that the lowest dollar cost, responsible quote is a tied result between two or more vendors, UCS reserves the right to make the award to the first quote received as indicated by date and time affixed to the quote at the time of receipt.

d. No Award

UCS reserves the right to reject any and all quotes submitted in response to this solicitation. This RFQ does not commit UCS to award a contract or pay any costs incurred in the preparation of quotations.

IV. Estimated Quantities

Any quantities specified in this RFQ constitute estimates only, and accordingly, no commitment or guarantee to reach any specified volume of business is made or implied. Awarded Contractor must accept all requests for goods and service placed by UCS during the term of an awarded contract.

V. Pricing

The pricing sheet for LinkedIn Talent Solutions Services is attached here as Exhibit A. All responses must be completed on the attached form. Any applicable discounts or bundled pricing must be clearly stated. Vendors must quote pricing on a price per unit basis and compute all price extensions listed in the pricing sheet. In the event of a bidder’s miscalculation, the unit price will prevail. UCS reserves the right to make mathematical corrections based on unit price(s.)

Other than the pricing submitted on Exhibit A/Pricing Sheet, there shall be no other charge, cost, reimbursement or expense of any kind payable by UCS in connection with or arising from Awarded Contractor’s provision of the goods and services set forth herein.

Please note that UCS is a tax-exempt governmental entity.

If your company chooses not to submit pricing in response to this RFQ, please select “No-Bid” on the Exhibit A/Pricing sheet and send to the Designated Contact on our before the quote due date of November 19, 2025, at 12:00 PM (noon)

VI. Deadline to Submit Quote

Written price quotes must be submitted via email on or before 12:00 PM (noon) on November 19, 2025, at 1:00 PM (Eastern Time), to: Kyle Cunningham at kccunnin@nycourts.gov . Please enter “RFQ# 2025-1028 : LinkedIn Talent Solution – Quote Attached” in the subject line of your submission email.

VIII. Additional Documentation

UCS reserves the right to request additional documentation from any vendor prior to award to determine vendor responsibility and/or in support of the Office of the State Comptroller’s approval review of this purchase.

IX. Background

The New York State Unified Court System (UCS) is the largest and most complex court system in the nation, serving all 62 counties across the State. UCS manages trial and appellate courts, administrative offices, and specialized programs to ensure access to justice for the public.

To maintain effective court operations, UCS must recruit and retain qualified candidates in a wide range of professional roles including attorneys, analysts, interpreters, court managers, and other specialized positions. Many of these positions are highly competitive in the labor market and require targeted outreach beyond traditional recruitment methods. Leveraging LinkedIn Talent Solutions will expand UCS’s visibility, allow targeted promotion of job opportunities by profession and region, and strengthen the UCS brand as an employer of choice in the public sector.

The UCS requires expanded digital recruitment tools to promote career opportunities across the State, with the ability to dynamically post positions on LinkedIn Recruiter, particularly in professional roles that are difficult to fill.
