eHealth Saskatchewan Advertising Services Competition

The Government of Saskatchewan is seeking an experienced advertising partner to provide communications and marketing services for eHealth Saskatchewan.

eHealth Saskatchewan is a Treasury Board Crown Corporation with the mission of collaborating to transform health care through the use of information and innovative technology. eHealth leads planning and strategy for Saskatchewan’s electronic health record (eHR), and ensures Saskatchewan residents have secure, easy access to health information. It also procures, implements, operates or manages other health information systems. eHealth is also responsible for health cards and vital event certificates, such as marriage and birth certificates.

Target audiences include members of the public and the 75,000 users of eHealth-managed IT systems, including those working in health care facilities, clinics and pharmacies. Stakeholders include organizations and professional associations in the health sector.

Interested suppliers must demonstrate professional experience in:

• Creative approaches to using non-paid tactics
• Working with the health sector and its stakeholders
• Successful projects with large, disparate audiences

Suppliers must also demonstrate ability to respond to changing priorities as well as strong skills in video/animation, multi-media campaigns, website planning and development.

The account is for one year with the opportunity to renew for five additional one-year terms. Any renewal will be subject to yearly client/supplier evaluations and mutual agreement. Renewals are authorized by Communications Services, Executive Council.

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Bidding suppliers must immediately disclose to Communications Services, Executive Council any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent. Letters of intent should be marked “eHealth Saskatchewan Advertising Services" and must be received by email to commtenders@gov.sk.ca no later than 11:00 a.m. Saskatchewan time, November 19, 2024.
