SCOPE OF WORK – The intent of this Invitation for Bid (IFB) is to purchase from a
qualified contractor, one (1) 23-foot center console vessel, 2025 or newer Carolina Skiff
23L or approved equal, fully rigged and delivered for the Fire and Resue Department in
accordance with all specifications, terms, and conditions herein.

The Senior Buyer, Julie Turner, is the Contract Officer for the City of Suffolk with respect to this IFB. All

respondents to this IFB shall not contact, either directly or indirectly, any other employee or agent of the City
regarding this IFB. This prohibition shall also extend to the Suffolk City Council and other elected City officials.
Any such unauthorized contact may disqualify the bidder from the procurement. All questions concerning
bid must be in writing and received five (5) business days prior to the bid opening.

1. PURPOSE
The intent of this Invitation for Bid (IFB) is to purchase from a qualified contractor, one (1)
23-foot center console vessel, 2025 or newer Carolina Skiff 23L or approved equal, fully
rigged and delivered for the Fire and Resue Department in accordance with all
specifications, terms, and conditions herein.
2. COMPETITION INTENDED
It is the City’s intent that this Invitation for Bid (IFB) permits competition. It shall be the
bidder’s responsibility to advise the Purchasing Agent in writing if any language
requirement, specification, etc., or any combination thereof, inadvertently restricts or limits
the requirements stated in this IFB to a single source. Such notification must be received
by the Purchasing Agent not later than five (5) business days prior to the date set for bids
to close.
3. SCOPE OF WORK
The contractor shall provide all labor, materials, equipment, and services necessary to
supply and deliver a 2025 or newer, 23-foot center console vessel, fully assembled and
operational. The vessel shall be a 2025 or newer Carolina Skiff 23L or approved equal.
Any proposed “approved equal” must include complete specifications demonstrating
equivalency.

3.2 DELIVERY AND ACCEPTANCE
Contractor shall deliver the completed vessel to: 300 Kings Fork Road, Suffolk, VA
23434.
Vessel shall undergo an operational sea trial to demonstrate proper performance
of all installed systems.
All manuals, warranties, and registration documents shall be provided upon
delivery.
3.3 WARRANTY
Contractor shall provide full manufacturer warranties for:
Hull
Outboard motor
Jack plate
Electrical components (as applicable)
Warranty documents shall accompany the completed vessel.
