The Saskatchewan Health Authority (SHA) has a requirement for an Equipment, it’s services and Consumables (including all reagents) for Allergen Specific IgE and Total IgE testing. The purpose of this Advance Contract Award Notice (ACAN) is to signal the SHA’s intention to award a contract for Equipment, it’s services and Consumables (including all reagents) for Allergen Specific IgE and Total IgE testing to Somagen Diagnostics Inc. 9220-25 Avenue Edmonton, AB T6N 1E1. Before awarding a contract, however, the SHA is providing other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ten business day posting period.

In the event the SHA receives any written statements of capabilities, the SHA will conduct an evaluation of such received statements. If, as a result of such evaluation, the SHA determines that one or more suppliers other than Somagen Diagnostics Inc. are capable of meeting the SHA’s requirements, the SHA will conduct a further competitive process before making any final award. Such further competitive process may include a publicly issued Request for Proposal or a Request for Proposal issued only to Somagen Diagnostics Inc and the suppliers the SHA has determined are capable of meeting the SHA’s requirements.

If no written statements of capabilities are received by the SHA by due date, or if the SHA determines based on its evaluation that no supplier who has submitted a written statement of capabilities is capable of meeting the SHA’s requirements, The SHA intends to proceed to award the contract to Somagen Diagnostics Inc and no further procurement process will be undertaken by the SHA.

The Clinical Biochemistry Laboratory at Royal University Hospital in Saskatoon currently conducts allergen specific IgE and total IgE testing using Phadia 250 Equipment (Somagen Diagnostics Inc.). This equipment has been experiencing frequent failures, leading to significant operational downtime. Upgrading to a newer platform is essential to maintain the quality and efficiency of our laboratory services.

It is the SHA’s intention to award the proposed contract for the period of seven (7) years, with an option to extend for three (3) additional years.
