INVITATION FOR BIDS
Sealed bids will be received from pre-qualified contractors at the office of the Department of Public
Works of the City of Manchester, New Hampshire before or at 1:00 P.M., prevailing time on March 5,
2026, for the following described services:

Work for the Traffic Signal Corridors Project involves the modernization of traffic control signals in the
City of Manchester along the Maple Street, Bridge Street, and (if approved as Add Alternate) Hanover
Street corridors. Work includes but not limited to, Centracs Mobility licensing and programming
modifications to existing Advance Transportation Controllers (ATC) and cabinets, furnishing and installing
Accessible Pedestrian Signal (APS) buttons at select locations, furnishing and installing non-invasive stop
bar and (where indicated at designated intersections) Advance vehicle detection for Automated Traffic
Signal Performance Measures (ATSPMs). In addition, the project will provide communications to and from
the on-street traffic signal control cabinet equipment to the city’s existing cloud-based Central Management
System (CMS) via new fiber optic cabling for primary communications and existing (by others) cellular
based infrastructure for secondary/fallback communications via the existing secure Virtual Private Network
(VPN) tunnel. The project additionally provides for reporting of ATSMs.

Plans, specifications and proposal forms may be obtained on the City’s website at:
https://www.manchesternh.gov/Departments/Purchasing/Bid-Opportunities-and-Results, or may be
obtained at the Office of the Department of Public Works for twenty-five ($25.00) dollars cash or check,
non-reimbursable. The check shall be made payable to: “Department of Public Works, City of Manchester,
N.H.”
All individuals, firms, partnerships, or corporations intending to bid must be prequalified for the project.
Those contractors who have not submitted their Annual Prequalification forms and are interested in bidding
shall be required to submit their project specific prequalification form at least five (5) working days prior
to the bid opening.

for $5.00 or downloaded from the following URL:
