INVITATION FOR BIDS
CANAL STREET PARK LIGHTING

Sealed bids will be received at the office of the Department of Public Works of the City of Manchester, New
Hampshire, New Hampshire before Thursday, March 19, 2026 at 2:00 PM (EDT), for the following described
services.
Project Summary
The project consists of the installation of new decorative park lighting along the Canal Street Historic Walk,
including conduit, pole foundations, lighting fixtures, wiring, and connection to the existing electrical
distribution system. In addition to the base project, the Contract includes unit-priced items to address related
lighting repairs and incidental work as directed by the City.
Manchester History Walk Park Lighting Improvements
o Furnish and install approximately
207 Linear feet of 3” Schedule 40 PVC conduit.
285 Linear feet of 1.5” Schedule 40 PVC conduit.
o Furnish and install approximately three (6) Fiber Crete Pull boxes in accordance with project
specifications.
o Furnish and install eight (8) 5-foot concrete light pole bases to match the existing poles.
o Install eight (8) light poles supplied by the City of Manchester, New Hampshire
Contractor is responsible for the transportation of the light poles located at 777 Bridge
St Extension Manchester, NH 03104.
o Furnish and install eight (8) LED light fixtures as specified.
o Furnish and install all necessary wiring and make connections to the existing Eversource
secondary electrical service to complete the lighting installation.
Coordination with Eversource for connecting to the existing wiring along Canal Street is required
Contractor shall be licensed to perform electrical work in the State of New Hampshire
All Questions Regarding this project must be submitted in writing to Christopher Proulx at
cproulx@manchesterNH.gov by Friday March 13, 2026 5:00 PM (EDT).
The City of Manchester, New Hampshire reserves the right to waive any informalities or irregularities in the
bids, to reject any or all bids, and to accept the bid deemed to be in the best interest of the City.

INSTRUCTIONS TO BIDDERS
1. The City of Manchester, New Hampshire, New Hampshire at the place will receive bids and until the time
specified in the Invitation for Bids, at which time they will be publicly read aloud. NO BIDS WILL BE
ACCEPTED AFTER THE TIME AND DATE SPECIFIED.
2. Bids must be completed in both words and numerals on regular bid forms, which shall be submitted in a
sealed envelope marked with the project title, addressed and delivered to the Department of Public Works
not later than the date and time mentioned above, at which time they will be publicly opened and read
aloud.
3. Each bid shall be accompanied by bid security in the amount of Five Thousand Dollars ($5,000.00),
payable to the City of Manchester, New Hampshire, New Hampshire. Bid security shall be in the form of
a bid bond, certified check, cashier’s check, bank official’s check drawn on a solvent bank, or cash
deposit, and shall serve as a guarantee that the Bidder, if awarded the Contract, will execute the Contract
and furnish the required insurance certificate and Performance and Payment Bonds within ten (10)
business days of award. Bid security of unsuccessful Bidders will be returned following award and
execution of the Contract. The bid security of the successful Bidder will be retained until all required
Contract documents and bonds have been provided. Failure of the successful Bidder to execute the
Contract and furnish the required bonds and insurance within the time specified shall result in forfeiture of
the bid security as liquidated damages.
4. A Performance Bond and a Payment Bond, each for 100% of the contract price, will be required of the
successful bidder.
5. Bidders are strongly encouraged to visit the project site prior to submitting a bid
6. The following meanings are attached to the defined words when used in this document:
a. The word "City" means City of Manchester, New Hampshire, New Hampshire.
b. The word "Bidder" means the person, firm, or corporation submitting a bid on these specifications or
any part thereof.
c. The word "Contractor" means the person, firm, or corporation with whom the Contract is being made
by carrying out the provisions of this Sealed Bid Invitation and the Contract.
d. The words "firm price" shall mean a guarantee against price increase during the life of the Contract.
7. Strict compliance with the requirements of the Invitation to Bid, terms and conditions, and the instructions
printed is necessary. All blank spaces must be filled in. Any changes and/or corrections shall be marked in
red and initialed by the person making such corrections. Signatures of the responsible City of Manchester,
New Hampshire/representative of the firm must be in ink. No reproductions/duplications/copies will be
accepted.
8. Each bid must give the full business address of Bidder and be signed by them. Bids by partnerships must
furnish the full names of all partners and must be signed with the partnership name by one of the members
of the partnership or by an authorized representative, followed by the signature and title of the person
signing. Bids by corporations must be signed with the legal name of the corporation, followed by the state
of incorporation and by the signature and title of the signatory. The name of each person signing shall also
be typed or printed below the signature. A bid by a person who affixes to their signature the word
"president", "secretary", "agent", or other title without disclosing his principal may be held to be the bid of
the individual signing. When requested by the City, satisfactory evidence of the authority of the officer
