Sealed bids will be opened at that time. Late bids will not be accepted. It is the intent of the City to award the contract to the lowest and most qualified bidder whose price and qualifications cause its bid to be considered the best and most responsive bid. The City reserves the right to reject all bids, to waive minor irregularities, or take such other actions regarding acceptance or
rejection of bids and bid alternates as it deems, in its sole discretion, will serve the public interest.

Michigan Ave. Big Rapids, MI 49307 or online at www.cityofbr.org
All bids shall be clearly marked "BID FOR Safe Walkways ". The City of Big Rapids reserves the
right to accept or reject all or any bids or to waive informalities, and to award the bid in any manner
deemed to be in the best interest of the City.

All questions must be submitted in writing which can be sent to mruelle@cityofbr.org. Questions
must be submitted 48 hours prior to bid opening. All questions and answers will be sent to all
interested parties and posted on the City of Big Rapids website and any other advertising
websites.
The City of Big Rapids reserves the right to accept or reject all or any bids for sound,
documentable, business reasons or to waive informalities, and to award in any manner deemed
to the be in the best interest of the City.
Award will only be to a responsive and responsible firm whose bid, conforms to all the material
terms and conditions of the bid. All bid prices must remain valid for 60 days past the submission
deadline.

Scope of Work:
I.) OBJECTIVE:
The City has identified the need to install new sidewalk in various locations throughout the city. These
locations are all “new” sidewalk and will require stripping topsoil, grading, and blending into existing
infrastructure.
Description of Work
1. After sites are staked out, strip topsoil
2. Grade sites
3. Set forms to meet all A.D.A. requirements
4. Pour and broom finish concrete
5. Saw cut control joints
6. Restore the sites to an AS-WAS condition.
Sequence of Work:
1.) Contractor to determine sequence of work.
II.) WORK SITE:
The work location(s) will be along the West side of 100 Hutchinson Street and along the West side of 700
Division Street. Any questions regarding the bid package shall be directed to Matt Ruelle with proper
notice. Matt can be reached via email at mruelle@cityofbr.org or phone (231) 592-4021. Questions will
be accepted up to 48 hours prior to bid due date. Responses to questions will be posted online at
www.cityofbr.org (48) hours prior to bid due date.
III.) WORK SITE RESTORATION:
Upon completion of all work on the Project, the Contractor shall restore the work site, and the immediate
area around the work site to an "AS-WAS" or better condition. Depressions, ruts, or other disfigurements
in the terrain or turf around the work site damaged by the Contractor during performing work on the
Project shall be restored to an "AS-WAS" or better condition or restored in a manner that is satisfactory
to the City. If the Contractor does not restore the work site, and the immediate area around the work site
to an "AS-WAS" or better condition, or in a manner that is satisfactory to the City, within fourteen [14]
calendar days as set forth herein, the City shall proceed to commence restoration work at the work site,
and the immediate area around the work site, and shall be entitled to back charge the contractor for the
materials and labor taken to restore the site.

MEASUREMENT AND PAYMENT
PART 1 - GENERAL
1.01 SUMMARY:
This Section includes, but is not necessarily limited to, descriptions of the method of measurement and basis
of payment criteria applicable to the Work.
1.02 MEASUREMENT OF QUANTITIES:
A. Measurement devices:
1. Weigh scales:
a. Inspected, tested and certified.
2. Platform scales:
a. Of enough size and capacity to accommodate the conveying vehicle.
3. Metering devices:
a. Inspected, tested and certified.
B. Measurement by weight:
1. Concrete reinforcing steel rolled or formed steel or other metal shapes will be measured by handbook
weights.
2. Welded assemblies will be measured by handbook weights.
C. Measurement by volume:
1. Measured by cubic dimension using mean length, width and height or thickness.
D. Measurement by area:
1. Measured by square dimension using mean length and width or radius.
E. Linear measurement:
1. Measured by linear dimension, at the item centerline.
1.03 MEASUREMENT AND PAYMENT SCHEDULE:
A. The following schedule outlines the method of measurement and basis of payment to be used on the
project. Requirements for materials and methods described under each item are included in the related
specification
SECTION.
Item 1.
General Conditions, Bonds, and Insurance, Max 5%: Shall be paid for on a lump sum
basis for the Contractor’s costs to provide required bonds and insurances, mobilization
and miscellaneous requirements stipulated in Contract Documents. This quantity shall
not exceed five percent (5%) of the total contract amount.
50% will be paid on the first Application for Payment.
25% will be paid when 40%* of the project is complete.
25% will be paid when 80%* of the project is complete.
*Measured as the value of the Work completed relative to the current contract
value not including the value of this item.
