Mac’s Dam Removal Project

The City of Bainbridge Island is soliciting qualifications from engineering design firms to support the City’s Mac’s Dam Removal Project.  Mac’s Dam, located on Mac’s Dam Creek on Bainbridge Island, Washington, has created a water surface drop over ten feet in height that is a barrier to migrating fish species. The City of Bainbridge Island (City) plans to remove the structure to restore fish passage to the upstream reaches of Mac’s Dam Creek as mitigation for the McDonald Creek Culvert Replacement Project. The dam was likely built in the late 1800s to provide water storage for fire protection purposes, originally serving the nearby Port Blakely Sawmill structure, which is no longer in operation. Mac’s Dam is currently located on a reach of Mac’s Dam Creek that is on private property owned by the non-profit organization Islandwood.

The project design is not yet determined, although a Feasibility Study has been prepared and can be provided upon request.

Deliverables for the project include:

Preparing and submitting permit applications and design reports.

Supporting City staff with acquisition of temporary construction easements.

Topographic survey of project area.

Developing 30/60/100% design plans, specifications and estimates.

Limited construction administration support.

The project construction is expected to begin construction in spring 2027.

Requirements for Qualifications Responses (as applicable)

Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including information regarding each member’s availability, experience and qualifications, including resumes;

Describe the consultant’s relevant experience with similar projects.

Evaluation Criteria

Evaluation of RFQ responses will be based upon the following:

Qualifications/Expertise of Firm

Ability to meet schedule

Approach to project

Past Performance/References

General Provisions and Conditions

The City reserves the right to:

Reject any and all responses;

Waive minor irregularities in a response;

Cancel, revise, or extend this solicitation;

Request additional information on any response beyond that required by this RFQ;

Have the final decision on the selection; and,

Modify the timeline and issue addenda to this document.

Schedule
This project is scheduled to start in March 2026, with the design package complete/delivered in first quarter 2027.

Submission Requirements
Interested consultants must submit an electronic copy of their response to the RFQ.  The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ.  All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.

The deadline for this RFQ is 2:00 PM, January 12, 2026 Pacific Standard Time. Only emailed submissions will be accepted.  There is no page limit, but applicants are encouraged to keep submittals to 10 pages or less.
