SEPARATE SEALED BIDS
for furnishing all materials and providing all labor, tools, and equipment will be received by the Owner at Hall County, 2875 Browns Bridge Road, 4

floor, Gainesville, GA 30504 until 2:00 p.m., local time, on September 24
th
, 2025.
A date/time stamp located at the Reception Desk will determine the time of receipt. Bids received after the deadline will not be considered and will be returned unopened after the Bid is made. Unsealed Bids, including facsimile Bids, will not be considered.
Bidders must submit their response in a sealed envelope clearly marked with “ITB #021-46 Athens Street Corridor Pedestrian Improvements” on the outside.
The Bids will be publicly opened and read aloud at 2:00 p.m., local time, on said date on the 4
th
floor of the Hall County Government Center located at 2875 Browns Bridge Road, Gainesville, GA 30504. It is the responsibility of the person/firm submitting a bid to ensure that it is received at the physical address of the Hall County Purchasing Division prior to the stated deadline.
THE PROJECT
consists of the following major elements:

8’ concrete path on south side of Athens Street
-
5’ concrete path on north side of Athens Street
-
Associated drainage improvements required to accommodate the sidewalks, including water quality features
-
Associated utility relocations
THE WORK
will be awarded in one (1) Contract.
PRE-QUALIFICATION OF BIDDERS
must be performed. Only Bids submitted by Georgia Department of Transportation pre-qualified Bidders will be opened.

PRE-BID CONFERENCE
A Pre-Bid Conference will be held for all Bidders on September 9
th
, 2025, at 10:00 a.m. at 300 Henry Ward Way, Suite 201, Gainesville, GA 30501. Attendance is optional but highly encouraged.
A BID BOND
in the amount of five percent (5%) of the total base bid shall accompany each bid submitted. The Bid Bond shall be prepared on the Bid Bond form attached to the contract documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570.
THE SUCCESSFUL
Bidder for this Contract will be required to furnish a satisfactory, complete Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the bid and liability insurances per Section 00 73 16 Insurance Requirements.
THE OWNER
reserves the right to reject any or all bids, to waive informalities, and to re-advertise.
CLARIFICATIONS
Any explanation desired by Bidder regarding the meaning or interpretation of the contract documents shall be requested in writing by 5:00 p.m. on September 12

Acknowledgement of Amendments
Receipt of any amendment to this Invitation to Bid shall be acknowledged, in writing, and shall be submitted with the Bid.
TAXES
The Contractor pays all sales, consumer, use and other similar taxes required by the law of the place where the Work is performed.
