The Williamsburg-James City County Public Schools (WJCC) is soliciting input from firms regarding the upcoming construction of two new Pre-K Buildings at Norge and Clara Byrd Baker Elementary Schools (RFP for Construction Bids expected to be released in late January 2025). Target enrollment for each Pre-K Building is 252 students out of a total of 504 students. Each facility will be a one-story building of approximately 42,000 square feet. The project will also feature supporting sitework to include new parking, drive lanes, entrances, storm sewer and stormwater management, water, sanitary sewer, playgrounds, and landscaping.

We are particularly interested in your input on any or all of the following areas:
• Timeline: Because of the time-sensitive need for the new Pre-K’s to address program and capacity issues, WJCC is targeting an 11-month construction duration. Can you comment on the feasibility of completing the construction of both projects within an 11-month period?
• Bid Packaging: WJCC is considering packaging these projects within a single IFB but allowing firms to bid individually on the facilities along with a separate bid for a combination of both facilities. WJCC may select the combined bid from one contractor or two separate, individual bids from different contractors, based on whichever method results in the lowest responsive/responsible price. Can you comment on the feasibility of this method?
• Potential Issues: Are there any potential challenges or risks associated with the proposed scope?
