NOTICE TO BIDDERS

Sealed bids for Horse Island Development at Sackets Harbor Battlefield State Historic Site Town of Sackets Harbor, Jefferson County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at MidState.Capital.Procurement@parks.ny.gov . Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 3:00 PM local time, March 5, 2025. Sealed bids will be publicly opened and read via WebEx only at 3:30 PM local time, March 5, 2025. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amounts for each trade listed below:

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

General Construction Contract D006244: Provide all labor, materials, and equipment necessary for the adaptive re-use and rehabilitation of the historic Horse Island and mainland properties as shown in the contract documents.

Engineer’s Estimate Range: $4,113,573.00 - $5,565,423.00.

Electrical Contract D006245: Provide all labor, materials, and equipment necessary for the electrical work associated with the adaptive re-use and rehabilitation of the historic Horse Island and mainland properties as shown in the contract documents.

Mechanical Contract D006246: Provide all labor, materials, and equipment necessary for the mechanical work associated with the adaptive re-use and rehabilitation of the historic Horse Island and mainland properties as shown in the contract documents.

Plumbing Contract D006247: Provide all labor, materials, and equipment necessary for the plumbing work associated with the adaptive re-use and rehabilitation of the historic Horse Island and mainland properties as shown in the contract documents.

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,628,283 or less (maximum amount has been adjusted for inflation effective January 1, 2024). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 500 Days after agreement has been approved by the NYS Comptroller’s Office.

PROJECT MILESTONES:

  1. Anticipated Notice to Proceed: May 26, 2025.
  2. Work on the mainland property may commence at contract approval.
  3. Work on the island property shall not commence until Parks has obtained final sign off from SHPO which is expected on/or about June 16, 2025.
  4. The docks on the island are seasonal and will likely be removed in mid-September when the water levels start to drop.
  5. All plan holders/bidders may visit the site at their own discretion with the understanding that the buildings on the island will be locked for safety reasons. Please see the photos that are included in the contract documents.
  6. Anticipated Contract End: October 8, 2026.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions).

CONTRACTOR REGISTRY REQUIREMENT in December 2024

Newly established subsection 220-i to NYS Labor Law Article 8 requires contractors and subcontractors to register with the Bureau of Public Work and Prevailing Wage Enforcement for public work. This registration must be completed prior to bidding on public work projects covered under Article 8 of Labor Law.The effective date of the registration requirement is December 30, 2024. No contractors or subcontractors are required to register prior to that date; however, bidders may be found to be non-responsive if they fail to provide a registration number on the project bid form after the effective date. Bidders will also be held responsible to verify that all subcontractors are registered at that time as well. EXECUTIVE ORDER No. 16

The successful bidder will be required to furnish an Executive Order No. 16 certification form prior to contract award. BONDS

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.

All Requests For Information (RFIs) are due by: 3:00 PM on Wednesday, February 19, 2025. RFIs received after this due date and time will not be processed.
