RFP - BIL Lead Service Line Replacement (LSLR) FFY 23 - DWSRF #19618

The City of Rochester is seeking proposals from qualified Consultants (“Consultant(s)”) to provide engineering design, bidding, construction administration and resident project representative (RPR) services required for three separate public works construction projects that will replace a total of approximately 3,215 existing lead water services on various streets within the City. The FFY23 BIL LSLR Group 5A project is expected to involve the replacement of 980 services and a smaller number of inside services. The FFY23 BIL LSLR Group 5B project is expected to involve the replacement of 1,195 services and a smaller number of inside services. The FFY23 BIL LSLR Group 5C project is expected to involve the replacement of 1,040 services and a smaller number of inside services. Work will also involve surface restoration that is limited to pavement and lawn repair due to the trench excavation. Chip sealing or milling and resurfacing will not be included in this project.

The City of Rochester may award a separate PSA to the selected consultant for a Final Pavement Restoration Project to provide design and/or RPR services for pavement chip seal and milling & resurfacing of streets included in the LSLR projects. See Section 1.1 for additional information.

A Pre-Proposal conference will be held on Zoom on Monday, March 3, 2025, at 10:00 AM. Details are included in the RFP.
