Offsite Water and Sewer Systems to Serve Riverbend Preserve

Lincoln County is soliciting Sealed Bids for RF B 2024-1024 Offsite Water and Sewer System to Serve Riverbend Preserve from qualified contractors. The project generally consists of approximately 34,000 feet of 12-inch water line, one duplex, submersible sewer pump station, approximately 14,300 feet of 12-inch Force Main, approximately 9,400 feet of 16-inch Force Main and multiple crossings of NC-16 using steel casing installed by bore and jack.

Each Proposer is required to submit its proposal in a sealed envelope. One (1) hard copy and one (1) digital copy in PDF format on a flash drive shall be submitted to the address shown below:

All bids must be submitted in a sealed envelope and plainly labeled on the outermost package “ RF B 2024-1024 Offsite Water and Sewer System to Serve Riverbend Preserve”. Thepackage must also include the name of the bidder, the bidder’s address and Contractor’s License Number.

The public opening and reading aloud of the bids will be at 1400 hrs, on Thursday, November 14, 2024, in the Executive Conference Room, located at 353 N. Generals Blvd. in Lincolnton, NC 28092.

Prospective bidders must register and obtain an official set of the Bidding Documents. Digital copies of Bidding Documents are available for purchase of $100.00 per set through Quest by visiting www.mcgillbidline.com. These documents may be downloaded by selecting the project and finding the appropriate Quest Project Number 9340127. Bids received from Bidders who are not registered planholders with the Engineer will not be accepted or opened. Proposers are not to contact any County employee other than the one listed above. The addendum will be available on Lincoln County’s website at www.lincolncounty.org/bids under the Request for Bid on or before 1700 hrs, Monday, October 21, 2024. The addendum shall be signed and returned as part of your bid packet.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Owner’s representative, McGill Associates, P.A. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.

A mandatory pre-bid meeting to permit the Bidder to clarify the details of the project and other requirements as presented in the project documents was held at 11am local time on October 14, 2024, at the Lincoln County Administration Building located at 353 N. Generals Blvd, Lincolnton, NC 28092. Bid security shall be furnished in accordance with the Instructions to Bidders.

Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC, or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company’s standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.

Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance, and time.

Lincoln County has adopted a “Minority Business Participation Outreach Plan” (MBPOP).  The goal of Lincoln County in adopting its Plan is for the expansion of participation by historically underutilized businesses (HUB) in construction projects as defined in GS 143 -128.2 (g). Equal access and opportunity to participate in all aspects of construction projects shall be provided to HUB. It is the policy of Lincoln County to award public building contracts without regard to race, religion, color, creed, national origin, sex, age or disabling condition. Each bidder shall make a good faith effort and shall document such efforts to utilize minority businesses and comply with the Lincoln County plan.

Contractors submitting a Bid on this project must solicit bids from minority subcontractors and provide documentation of any outreach efforts as required by the Special Conditions Packages.

Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin.  Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 33.1016, and 40 CFR 60-4.
