The County of Greenville is seeking sealed proposals from General Contractors to provide and install flooring at the Animal Care Services facilities located at 328 Furman Hall Road, Greenville, SC 29609.

Greenville County Animal Care (GCAC), the largest open-admission shelter in South Carolina, is inviting proposals from qualified contractors to supply and install durable, high-quality flooring in designated areas of the shelter. With an annual intake of 8,000-10,000 animals and the rigorous demands of daily operations, the new flooring must be resilient, easy to maintain, and safe for both animals and staff.

The goal of this project is to enhance the shelter’s functionality while improving the health and safety of both animals and personnel. This will involve replacing existing flooring—currently a mix of sealed concrete, VCT tile, ceramic tile, and epoxy-coated concrete—with a material that is moisture-resistant, scratch-resistant, and capable of withstanding frequent cleaning using accelerated hydrogen peroxide, stiff-bristle brushes, water hoses, and squeegees. The new flooring should also contribute to the facility’s overall aesthetic.

The project will be executed in two phases to ensure minimal disruption and allow public services to continue uninterrupted. Contractors with experience in animal care or shelter environments are strongly encouraged to submit proposals.

Background

As a critical resource for the community, GCAC operates under the mission of providing compassionate care while pursuing lifesaving outcomes for as many animals as possible. This includes handling a variety of animals, from strays and surrenders to those requiring special medical or behavioral attention. The facility’s flooring plays a key role in maintaining a clean, safe, and efficient environment.

Currently, the shelter faces significant challenges due to the wear and tear on its existing flooring, which consists of a combination of sealed concrete, VCT tile, ceramic tile, and epoxy-painted concrete. These materials are no longer able to meet the rigorous demands of the shelter’s operations. The current flooring shows visible wear, including scratches, cracks, and areas where moisture has seeped in, leading to safety and health concerns for both animals and staff.

By installing new, high-performance flooring, GCAC aims to address these issues and ensure the facility remains functional, safe, and aesthetically pleasing. The ideal solution will significantly improve cleaning efficiency, help prevent the spread of disease, and create a safer, more comfortable environment for animals awaiting adoption. A flooring solution that provides additional sound dampening properties would be ideal. Additionally, this project is essential for reducing long-term maintenance costs and prolonging the life of the shelter’s infrastructure.
