Financial Software Solution

Introduction
Liberty Township is seeking Statements of Qualifications (SOQ) from experienced and qualified vendors
for a comprehensive township financial software system. The selected vendor will provide a fully
integrated solution that supports the Township's core financial operations and has the potential to
streamline project accounting, payroll, accounts payable, and employee resource planning. This RFQ
process is intended to pre-qualify vendors. Based on submitted qualifications, the Township will select
finalists to participate in product demonstrations. Following demonstrations, the Township may request
formal pricing proposals from one or more vendors.
Township Overview
Liberty Township, located in southwest Ohio’s Butler County, is in the center of the fast-growing
Cincinnati-Dayton metroplex. Located along the I-75 Growth Corridor, with Cincinnati 20 miles to the
south and Dayton 25 miles to the north, Liberty Township is an attractive community for its
approximately 44,000 residents while offering a variety of development opportunities for businesses.
Township operations include fire, public works, and zoning. In total, the Township has 97 employees
with 86 of those being full-time.
Objective
Liberty Township’s objective is to replace its current systems with a modern, centralized platform that: -
• Streamline operations
• Improves reporting and transparency
• Enhances internal workflow and customer service
• Integrates across all relevant modules
• Offers a strong track record of service to municipalities of similar size
Scope of Services
The Township seeks a modular, cloud-based system that addresses the following functions:
• Core Financials: General ledger, purchasing, accounts payable, accounts receivable, cash
receipting, and budgeting
• Project Accounting: Tracking capital and departmental projects with budgets, expenses, and
reporting
• Reporting: Robust reporting features with ad hoc capabilities, dashboards, and alert tools
Data Conversion from current state of Ohio provided UAN software
• Training, Support, and Maintenance: End-to-end implementation support. Vendors are
encouraged to propose additional modules or tools that can streamline operations or improve
efficiency.
• OPTIONAL ADD ON - Payroll: Including time tracking, leave management, employee self-service,
and state/federal compliance, compensation planning, reporting and analytics
• OPTIONAL ADD ON – Human Resource Planning: benefits enrollment, onboarding, reporting and
analytics

Submission Instructions
Electronic submissions will be accepted. All electronic submissions must be titled, “Financial Software
RFQ”. Submit one (1) electronic copy of the Statement of Qualifications (PDF format preferred) by email

Hard copy submissions must be submitted in a sealed envelope labeled "Financial Software RFQ" and
