Contract Award: It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Overview: The Iowa DOT is seeking competitive bids for the removal of concrete floors and replacement of defective pipes and floor drains at the DOT Urbana Maintenance Garage as per the attached drawings and specifications. ALL LINE ITEMS ARE TIED. DOT WILL SELECT EITHER THE BASE BID ALONE OR THE BASE BID INCLUDING THE ADD ALTERNATE #1 ON THE LINE ITEMS TAB. CONTRACTORS MUST RESPOND TO BOTH LINE ITEMS TO BE COMPLIANT. NOTE: The Urbana Maintenance Garage will be in operations while the Awarded Contractor is onsite working. Once work commences, Contractor must complete the work in a timely manner to avoid disturbance of the maintenance staff. Contractor to adhere to all safety requirements detailed in the specifications. Estimated Project Start Date: May 15, 2025, or upon Notice to Proceed to Awarded Contractor (Start date to be coordinated with the DOT Project Manager. This is the estimated start date after all required documents are received (i.e., insurance, performance bond and vendor signed contract) Project Completion Date:October 15, 2025 ( This includes resolution to all punch list items, inspections and DOT acceptance typically used in constructions bids). Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time in the IONwave bid system. Responses to questions will be communicated out to vendors via DOT’s ION wave bid system. Bid Responses shall be submitted within DOT’s ION wave Bid System or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered. Warranty: Refer to specifications on the Attachment Tab for warranty requirements. This project is exempt from sales tax. Davis Beacon Wages Do Not Apply. Licenses, Permits and Inspections: As a State owned project, the State of Iowa Department of Inspections, Appeals and Licensing is the authority having jurisdiction over the project for code compliance, permitting and inspections. No other governmental entity is the authority having jurisdiction.
