NOTICE TO BIDDERS
CITY OF DUBUQUE PUBLIC IMPROVEMENT PROJECT
OLD MILL ROAD LIFT STATION AND FORCE MAIN PROJECT–PHASE 2

Time and Place for Filing Sealed Proposals. Sealed Bids for the work comprising each improvement as stated below must be filed before 2 P.M. on Thursday, May 15, 2025, in the Office of the City Clerk, City Hall–First Floor, 50 West 13th Street, Dubuque, IA 52001.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed Proposals will be opened and Bids tabulated at 2 P.M. on Thursday, May 15, 2025, at City Hall–Conference Room A, 50 West 13th Street, Dubuque, IA, 52001, for consideration by the City Council (Council) at its meeting at 6:30 P.M. on June 2, 2025, in the Historic Federal Building Council Chambers (and/or by virtual means), 350 West 6th Street, Dubuque, Iowa. The City of Dubuque, Iowa, reserves the right to reject any and all Bids.
Time for Commencement and Completion of Work. Work shall be commenced after Notice to Proceed has been issued. Work on the project shall be substantially completed by October 30, 2026, with final completion by December 18, 2026, in accordance with the requirements listed in the Agreement.
Bid Security. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Dubuque, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder’s security shall be in the amount of 10 percent (10%) of the amount of the Contract, as fixed in the Instructions to Bidders and shall be in the form of a cashier’s check or a certified check drawn on an FDIC insured bank in Iowa or on a FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate surety satisfactory to the City of Dubuque. The Bid Bond shall contain no conditions excepted as provided in the Specifications.
Contract Documents. Bids are to be addressed to the City of Dubuque, Iowa, 50 West 13th Street, Dubuque, IA 52001, and shall be marked “Sealed Bid–Old Mill Road Lift Station and Force Main Project–Phase 2, IDNR SRF #W2021 0394A.”
A copy of the Contract Documents may be viewed at the City Clerk’s Office, City Hall, 50 West 13th Street, Dubuque, IA 52001. Complete digital Contract Documents will also be available, for download on the City’s website at

. No plan deposit is required.
Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within 15 days after the Notice of Award.
The City of Dubuque reserves the right to reject any or all Bids and to waive any technicality. All Bids shall remain subject to acceptance for 60 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
Any Contract or Contracts to be awarded are expected to be funded entirely or in part by a loan from Iowa Clean Water State Revolving Fund. This procurement will be subject to regulations contained in appropriate State Statutes and 40 CFR Parts 31, 33, and 35 of the Federal Statutes. Award of IDNR SRF #W2021 0394A may be dependent on loan securement.
A Federal Davis Bacon Wage rate determination will prevail for this Project. General Decision Number IA 20250065 04/04/2025 shall apply.
Women and Minority–owned businesses are encouraged to submit Bids for this Project.
Bidders must demonstrate positive efforts to utilize women’s and minority owned businesses. This procurement will be subject to regulations contained in 40 CFR 35.3145(d), and P.L. 102 389 and 100 590. In addition, Bidder shall comply with Executive Orders 11625, 12138, and 12432.
General Nature of Public Improvement
Old Mill Road Lift Station and Force Main Project–Phase 2,
IDNR SRF #W2021 0394A.
Project consists of the construction of 7,000 LF of 30-inch-diameter PVC force mains, two air release valve structures, one junction structure, and modifications to the Water and Resource Recovery Center's Screening Building and Grit Facilities. Construction of the force main and force main structures will include the site development work consisting of; asphalt pavement, 3,600 LF of fiber optics, vegetative surface restoration, and other miscellaneous elements. The project will have two 8-foot by 8-foot manholes, 423 LF of 54-inch-diameter RPC gravity sewer, 180 LF of bored 42-inch-diameter steel casing with 30-inch-diameter PVC carrier pipe, and three 72-inch-diameter manholes.
Preference for Iowa Products and Labor. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa statutes, a resident Bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to Bidders from that state or foreign country, including but not limited to, any preference to Bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to Bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident Bidder is a resident. In the instance of a resident labor force preference, a nonresident Bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident Bidder is a resident.
Sales Tax. The Bidder should not include sales tax in its Bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the Project.
Pre Bid Construction Conference. A Pre Bid Conference is planned on Wednesday, April 30, 2025 at 10:00AM, Conference Room A, City Hall, 50 W. 13th Street, Dubuque, Iowa. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference.
