SOLICITATION FOR THE ACQUISITION OF RE-ESTABLISHING A REMOTE VIDEO SURVEILLANCE SYSTEM (RVSS) SITE WITH A FULLY INTEGRATED VIDEO INTEGRATION PROTECTION ENHANCEMENT REAL-TIME (VIPER) CONTROL AND DISPLAY SYSTEM IN THE DEL RIO SECTOR, TX.

This is a solicitation for the acquisition of the items listed in the attached solicitation titled “16 SIR_6973GH-25-R-00184_CBP RVSS-L CHITTUM TOWER TECH INSTALL” with the pricing listed on page 3 of the solicitation which must be completed and included with the signed solicitation (SIR) for the response to considered complete.

Delivery Requirements: Expected delivery of all items included in the Statement of Work (SOW) is 45 calendar days After Receipt of Award. See attachment titled Attachment 01 SOW_6973GH-25-R-00184_CBP RVSS-L CHITTUM TOWER TECH INSTALL.

The FAA’s desire and intent are to pursue a competitive award resulting in a single purchase order, based on the lowest price, responsible offer per the Terms and Conditions of the solicitation.

The North American Industry Classification System (NAICS) codes and size standards for this effort:

NAICS – 237130 Power and Communication Line and Related Structures Construction

Manufacturing Size Standard – $45M

Reply with a copy of their SBA 8(a) certification letter, if applicable.

The FAA requires interested vendors to address the requirements in the attached SIR and complete with all items priced, then sign, date, and return the SIR by 4:00 p.m. Central Time (Oklahoma Time) on Friday, October 10, 2025. (changed from 09/19 to 10/10)

An extension to this solicitation has been created to provide a site visit date and sufficient time for background investigation (BI) to be completed for all individuals who attend the site visit at Chittum Tower.

NOTICE: Background Investigation

All vendors must submit a list of personnel intended to be onsite for this effort. A Background Investigation will be processed for all individuals through the Department of Homeland Security (DHS) / Customs and Border Protection (CBP) Office of Personnel Records (OPR). All individuals must receive an approval prior to visiting the site. Required information to be submitted includes name, date of birth, birthplace, gender, citizenship status, social security number, and address.

Please send the requested information for the BI required information to the Contracting Office, Tamara Maxwell tamara.m.maxwell@faa.gov; Contracting Officer Representative, Christopher.Ekadis@faa.gov; Project Management Specialist, John Wang john.whang@faa.gov, and Project Manager, Jessica Dodd Jessica.Dodd@faa.gov by 4PM CST, Friday, September 19, 2025, to provide enough time for the BI to be completed prior to the site visit.
