Description

1. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes.



2. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Operation and Maintenance of the Drainage Canals and Pumps at the Pacific Missile Range Facility (PMRF), Kauai, Hawaii. The work includes, but is not limited to, providing preventive maintenance (PM). The Contactor shall perform maintenance, repair, alteration, demolition, minor construction, and landscape, repair various mechanical equipment structures (pump footing or foundation, structural components, cathodic protection systems, pipelines), building systems (pump stations, canals/culverts and ravines, flood/flap gates, electrical power transmission lines), and structures (wet wells) in a manner that minimizes potential flooding at PMRF. In addition, the contractor shall also be responsible for any Emergency, Urgent, Routine (E/U/R) work orders and completing them within a specified timeframe. The Contractor shall also apply for and possess a valid National Pollutant Discharge Elimination System (NPDES) Permit as required under any settlement agreement, court approval or other applicable laws for the duration of the contract.



3. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 221310 and the annual size standard is $41,000,000.00.



4. Interested sources capable of providing the required services must respond by e-mail to julie.m.shimoda.civ@us.navy.mil no later than November 4, 2024. Interested sources shall provide their response using attached FormS-1.



5. No other information is required at this time. Please do not submit brochures, letters, etc. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Based upon the Government’s market research, the Government will determine the set-aside method for the procurement.
