(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with
additional information included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a or Request for Proposal (RFP).
(iii) The solicitation document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 2025-03.
(iv) This procurement is a total set aside for small business. The NAICS code is 212321
Construction Sand and Gravel Mining and the Small Business Size Standard is 500 Employees.

Schedule Notes:
a) Items labeled as optional are not required to be exercised by the government. If exercised,
the contractor will be required to perform the optional work in accordance with the terms and
conditions of this contract.
b) One award will be made from this solicitation; contractors must submit pricing for all
items.
Description of Requirement
This project will consist of mobilization, surveying, clearing and grubbing, drilling, blasting,
sampling and testing, stockpile surveying for quality control and crushing and stockpiling of an
aggregate material in accordance with the plans and specifications. The Contractor shall be
responsible to obtain all permits as required by Arizona Department of Environmental Quality
(ADEQ) for the Contractor’s methods of operation(s).
Coconino County is planning to crush and stockpile within the Big Draw pit prior to Forest
Service operations. Forest Service will coordinate operation plans with the County to facilitate
safe and proper pit coordination, layout, and planning.
Location and Delivery
Tentative Project Period of Performance: 10/01/2025 to 9/30/2026
The project is located on the Flagstaff Ranger District of the Coconino National Forest located in
Coconino County, Arizona.
