Project Description: The Bradford County Grants Office on behalf of the Home Textile Tool Museum (HTTM) will receive electronic bids via PennBid at https://pennbid.bonfirehub.com for the Home Textile Tool Museum Grange ADA Restroom Project, until 2:00 PM prevailing time on November 19, 2024. At that time, the bids will be electronically opened and read aloud at the Bradford County Community Planning & Mapping Office, 29 VanKuren Drive, Towanda, PA 18848,
This project consists of the renovation of the existing bathroom into an accessible restroom meeting ADA requirements. Providing new plumbing fixtures, grab bars, and associated wall and floor finishes. Removing barriers and providing proper clearances to meet ADA standards. General contractor work includes but is not limited to the demolition of the existing bathroom down to the existing stud framing and sub floor, then providing new wall floor and ceiling finishes, while coordinating their work with the work of the other trades. Bid Documents are available electronically at no cost at https://pennbid.bonfirehub.com All bids are to be prepared on the Bid Forms contained in the Contract Documents and must be uploaded for electronic submission into the PennBid platform. Proposals that are faxed,e-mailed or hand delivered to the Bradford County Community Planning & Mapping Office will not be accepted.
A certified check or bank draft payable to the order of Bradford County Office of Grants, or a satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to ten percent (10%) of the total Bid price, shall be submitted with each bid. The bidder shall include the fully completed Non-Collusion Affidavit with the bid.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6% total goal for female participation and for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. HTTM is utilizing federal funds for this project, and the Bradford County CDBG program has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.
Moreover, the CONTRACTOR shall strive to meet the overall MBE/WBE goal of 6% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Bradford County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.
Bids may be held by Bradford County/HTTM for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Bradford County/HTTM reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
