Request for Qualifications
Invitation
The City of Durango (“City” or “Owner”) is issuing this Request for Qualifications and Proposal (RFQ/P) to firms
and/or individuals (Professional Services Providers) interested in providing Commissioning Agent (CxA) services for
the new City Hall and Police Department project located in Durango, Colorado. The Architect and subconsultants
will be expected to collaborate in a transparent and efficient manner with the City and the Owner’s
Representative, the Artaic Group.
All official communication with Candidates and questions regarding this RFQ/P will be via the Bidnet site at
www.bidnetdirect.com/colorado.
All Candidate inquiries will be responded to collectively by the “Clarification Deadline” in the schedule noted
below. A clarification addendum with replies to all questions will be posted on Rocky Mountain Bid Net. NO OTHER
CONTACT SHALL BE MADE REGARDING THIS REQUEST FOR QUALIFICATIONS WITH ANY OTHER CITY OF
DURANGO STAFF, COUNCIL MEMBERS, AGENTS, CONSULTANTS, ETC. DURING THE REQUEST FOR PROPOSAL
PROCESS.
I. OWNER’S BACKGROUND & PROGRAM INFORMATION
A. Owner Background
The City of Durango purchased the historic building at 201 East 12th St. and the Big Picture Building at
215 E 12th St from the Durango Fire Protection District in August 2023. The City Council has since directed
staff to enhance the city's customer service through redesigning and renovating the property as a new home
to a centrally located City Hall and Police Department. The project would be funded primarily through the
city’s 2005 Half-Cent Sales tax if voters choose to reauthorize the tax in the city’s April 2025 election.
B. Project Description
The current program, as defined in Exhibit A (City of Durango’s Vision and Feasibility Analysis) is to renovate
and redesign the existing historic high school building into a new city hall building as well as renovate and
redesign the current community development and engineering building into a new police department. In
addition to the renovations of the two existing buildings, the site will utilize the current parking area on the
west side of the building through the addition of a new parking garage.

E. Submission Instructions
1. Statements of Qualifications, Proposal, and Fee Worksheet must be submitted via electronic submittal.
The submittal package should be addressed to Bob Grogan, Purchasing Manager, and sent via BidNet. The
bidnet site will stop accepting proposals at that time of 3:00 PM MST, so submit your package early to
avoid being locked out of the site.
Please note that submittals received via email will not be accepted.
2. The City of Durango reserves the right to reject any statements of qualifications and to accept the
statements of qualification deemed most advantageous to the best interest of the City.

B. Scope of Work
The Owner is dedicated to overseeing the commissioning of the facility, ensuring that all systems are fully
installed and operational before occupancy. They also aim to provide the facilities’ staff with comprehensive
system documentation and training.
Commissioning involves a systematic approach to documenting specific components and ensuring the systems
are designed, installed, and initiated correctly. Furthermore, functional tests are conducted to verify and
document the proper operation of the systems under various modes and conditions. The training of owner
personnel will also be verified, and a thorough review of the final project operations and maintenance (O&M)
documents will be conducted to ensure their completeness.
For purposes of responding to the RFQ/P, please assume the following systems shall be commissioned and
that all will be held to the most recent code requirements:

The following is a summary of the commissioning scope that the Owner intends to have implemented on this
project.
DESIGN PHASE
1. Develop Owner’s Project Requirements documentation for clarity and completeness, including language
for the systems shown in Section II. B.
2. Work with design professionals in documenting the Basis of Design.
3. Verify the Basis of Design in regard to the Owner’s Project Requirements.
4. Be involved in design workshops, design reviews, and value engineering discussions prior to the start of
the construction documents phase of work.
5. Complete a thorough review of the design documents following issuance of Schematic Design Documents,
Design Development Documents, and Construction Documents for each project. Comments will be
submitted to the owner, Owner’s Representative, and A/E team.
6. Develop full commissioning specifications for all commissioned equipment. Coordinating this with the
architect and engineers and integrating the commissioning specifications into the overall project
specification package. The specifications shall follow the intent of ASHRAE Guideline 0-2005, The
Commissioning Process. The commissioning specifications will include a detailed description of the
responsibilities of all parties, details of the commissioning process, reporting and documentation
requirements (including formats), alerts to coordination issues, deficiency resolution, construction
checklist and startup requirements, the functional testing process, and specific functional test
requirements, including testing conditions and acceptance criteria for each piece of equipment being
commissioned.
7. Develop a commissioning plan encompassing the Design, Construction, Occupancy, and Operations
Phases.
8. Review Energy Model inputs and parameters.
