Description

The M.D. of Provost No. 52 is currently accepting proposals for the purpose of selecting a qualified proponent to undertake gravel road rehabilitation during the 2025 construction season.

At present, all specific projects have been ratified; a mandate exists to contract the upgrade and rehabilitation of 13 miles of gravel roadway within the M.D. Divisional maps indicating the 2025 projects (13 miles) will be attached as Schedule A.

More specifically, projects are noted as:
1.        Project # 1*0*25001 – RR 70 from HWY 13 to TWP 414 (Total 4 miles)
2.        Project # 1*0*25002 – TWP 414 from RR 70 to HWY 41 (Total 2 miles)
3.        Project # 1*0*25003 – TWP 374 from RR 14 to RR 24 (Total 6 miles)
4.        Project # 1*0*25004 – TWP 410 from RR 12 to RR 13 (Total 1 mile)

Scope of work includes, but is not necessarily limited to:
•        Removal and rebuild of the road base to an acceptable standard, as deemed necessary;
•        Widening of the road surface, where applicable, to a 9-metre wide top;
•        Undercutting and backsloping as deemed necessary by the M.D., to a consistent and appropriate standard (typically 4:1);
•        Any additional work generally considered necessary to rejuvenate and upgrade an existing road to a 9m wide driving surface with a proper, stable base capable of supporting heavy industrial traffic in a manner conducive to (with proper maintenance) indefinite life, including relevant ditch work.
Successful proposals will include the following:
1.        Company profile, including equipment and staff inventories were deemed appropriate.
•        Equipment must include a sheepfoot and/or padfoot packer along with wobbly packers or equivalent approved by the PW staff of the MD of Provost to ensure proper packing of shoulders.
2.        A demonstrated ability to complete the scope of work requested in its entirety, within the timelines specified.
3.        Not less than two references which will verify capacity, ability, and quality of work and demonstrate municipal experience.
4.        A definitive cost estimate, presented in whichever fashion the proponent considers adequate, reflective of their business and billing practices, and which provides acknowledgement and recognition of the noted scope of work. Mobilization costs will be clearly noted and separated.

Proposals will be accepted until 12:00 NOON on Tuesday, December 10, 2024, and considered by the Council of the M.D. of Provost No. 52 on Thursday, December 12, 2024, during the course of its regular meeting.

Proposals will be weighted as follows:
Cost Estimate: 30%
Company Profile and Experience: 40%
References: 30%

In order to be considered eligible to submit a proposal, all prospective proponents MUST conduct a site inspection of all proposed projects with M.D. staff prior to the submission of a proposal. Site inspections will be scheduled through the contact noted below, via e-mail, and may occur at a time mutually acceptable to potential proponents and M.D. staff. The M.D. accepts no responsibility for accommodation of proponents’ proposed scheduling, and accepts no liability for consequences arising from same.

Council reserves the right to accept or reject any and all proposals at its sole discretion.
